About The Position

The Planning Supervisor is responsible for planning, scheduling and coordinating all aspects of work to be performed for United Water New Rochelle and United Water Westchester. This role involves both short- and long-term planning. The supervisor will administer management policies and directives, and train and evaluate staff on their performance related to planning and scheduling functions. The primary goal is to improve workforce productivity and work quality by anticipating and eliminating potential delays through the coordination of manpower, materials, and equipment. This position acts as the principal contact between the Maintenance and Operations groups regarding daily work activities. The Planning and Scheduling function is central to coordinating all known maintenance activity, defining how jobs are performed and what resources are required.

Requirements

  • Bachelor’s degree in business administration or related field is preferred or equivalent work experience.
  • Any combination of education, experience and training which provides the equivalent scope of knowledge, skills, and abilities necessary to perform the work.
  • 3-5 years related work in operations is required.
  • Previous supervisory experience required.
  • Proficient computer skills (Microsoft suite, Google, Adobe, Hexagon, GIS, CC&B, HACH WIMS, Workday, etc.).
  • Extensive knowledge with the asset management/maintenance management (Hexagon) systems.
  • Superior interpersonal and communication skills and the ability to develop and maintain good working relationships internally (management / bargaining group) as well as externally (local, county, state agencies) etc.
  • Excellent management and organizational skills.
  • Ability to prioritize and work simultaneously on several projects.
  • Operate effectively within a team atmosphere.
  • Strong analytical, statistical and data management skills.
  • Capable of shifting priorities frequently and effectively under pressure.
  • Demonstrated commitment to promoting a safe work environment.
  • Must be able to read complex operations and financial reports.
  • Write detailed reports and prepare and deliver presentations.
  • Analyze complex operational and technical challenges and resolve same.

Nice To Haves

  • Familiarity with the “KEY” maintenance management system is preferred.

Responsibilities

  • Understanding of job aspects within the Operations group to estimate required man-hours and resources.
  • Serving as the principal contact and liaison between the T&D Department System Maintenance and Production, and other supported departments.
  • Responsible for both long-range and short-range planning, including backlog analysis relative to available resources.
  • Performing initial job screening, analysis of job requirements, job research, detailed job planning, job preparation, materials needed/procurement, and job scheduling and coordination.
  • Making daily schedule adjustments.
  • Full utilization and user training for current and future InFor database management systems for Westchester, tracking operational and financial information.
  • System testing and implementation of integrated business systems used in decision-making.
  • Acting as the "subject matter expert" in maintenance management systems for above and below ground facilities.
  • Weekly review of performance indicators (KPIs) such as schedule compliance, staff utilization, efficiencies, overtime, backlog, and non-value added time.
  • Reviewing the upcoming week's work schedule with department supervisors/company managers.
  • Reporting required Key Performance Indicators (KPIs) weekly to department/company manager and general manager.
  • Preparing written technical reports and interacting effectively with management, bargaining unit employees, regulators, consultants, municipal officials, health officers, customers, contractors, and the general public.
  • Monitoring and adhering to departmental operational and capital budgets.
  • Organizing workload to meet deadlines and priorities, working independently on routine department functions, and preparing/handling confidential correspondence and reports.
  • Clearly communicating staff duties, responsibilities, work policies, rules, and regulations.
  • Establishing procedures for handling contingencies and emergencies, and planning for adequate staffing during emergencies and absences.
  • Maintaining department records and files.
  • Participating in developing and implementing departmental operational scheduling and standard operating procedures.
  • Managing work in progress of private contractors to verify quality, accuracy, and completeness of reports and invoices.
  • Providing assistance to the Engineering Department in prioritizing Capital Projects.
  • Providing control reports and progress graph charts for regular analysis and corrective actions.
  • Responding to emergency calls and working extended hours as needed, including being part of the Westchester On Call Team and Emergency On Call Rotation.
  • Providing support on special projects as assigned by the Manager of Asset & Workforce Management and/or Westchester’s management team.
  • Complying with health, safety, and environmental protection programs, demonstrating safe work practices, participating in safety meetings, and reporting non-conforming conditions.
