About The Position

Spiniello Companies is a privately held, national, full-service utility contractor. Founded in 1922, we are one of the few companies that fully self-performs all aspects of open cut and specialty pipe rehabilitation. Headquarters in New Jersey, we also have office locations in Maryland, Washington D.C., and California. The Payroll Coordinator will be highly organized and detail-oriented with experience in certified payroll and union regulations. The ideal candidate will be responsible for working as part of a 3-person team to process our weekly payroll, ensuring compliance with union agreements, and managing certified payroll reporting requirements. This role demands accuracy, strong analytical skills, and a comprehensive understanding of payroll systems, labor laws, and union-specific provisions.

Requirements

  • Associate degree or equivalent work experience – 3-5 years of Prevailing Wage and Certified Payroll experience is preferred
  • Prior experience working in the construction industry is required
  • Foundation Software experience, preferred
  • Working knowledge of Federal and State labor laws
  • Ability to maintain strict confidentiality
  • Ability to prioritize, uses time efficiently, completes assignments in an accurate and thorough manner and is conscientious about tasks while demonstrating adaptability to changes in the work environment, manages competing demands and deals with frequent delays or unexpected events
  • Excellent Microsoft Word, Excel, Google, Outlook required
  • Excellent communication, both written and verbal, skills and able to effectively communicate with employees at all levels of the company and vendors

Responsibilities

  • Payroll Processing: Maintaining payroll information by collating, calculating, and entering data
  • Updating payroll records by entering any changes to employee information or benefits such as job title changes, exemptions and saving deductions
  • Preparing reports that include summaries of earnings, tax deductions, and non-taxable wages
  • Maintaining all payroll operations according to company policies and procedures
  • Assist with processing and issuing W-2 forms to employees
  • Coordinate with HR about changes in payroll (e.g., terminations, new hires)
  • Certified Payroll Reporting: Prepare and submit certified payroll reports in compliance with government contracting requirements (e.g., Davis-Bacon Act, prevailing wage laws).
  • Maintain accurate records of hours worked, wage rates, and fringe benefits for reporting.
  • Coordinate with project managers and supervisors to ensure timely submission of certified payroll reports.
  • Union Payroll Compliance: Manage payroll processing in accordance with union contracts and collective bargaining agreements.
  • Track and verify union deductions (e.g., dues, health and welfare, pensions) in accordance with union requirements.
  • Submit monthly union remittance reports to Accounting to ensure accurate payment of benefits and dues.
  • Reconciliation and Audits: Perform payroll reconciliations, ensuring accuracy in payroll calculations, deductions, and benefits.
  • Assist with internal and external audits related to payroll, taxes, and benefits.
  • Address payroll discrepancies promptly, investigating and resolving any errors or issues.
  • Compliance and Reporting: Stay up to date on federal, state, and local wage and hour laws, including those related to unionized employees and certified payroll.
  • Ensure compliance with applicable regulations and ensure timely submission of reports to government agencies.
  • Provide support for audits related to labor compliance and certified payroll.
  • Respond to federal and state agencies regarding wage garnishments and levies and comply with record keeping requirements.
  • Employee Support: Respond to employee inquiries regarding payroll, deductions, benefits, and union-related issues.
  • Provide exceptional customer service to both union and non-union employees.
  • Respond to verification of employment requests with 48 hours
  • Systems and Documentation: Maintain up-to-date payroll records, ensuring confidentiality and security of employee information.
  • Assist in payroll system upgrades and changes to ensure proper functionality for certified and union-related requirements.
  • Maintain accurate records of all payroll adjustments, benefits, taxes, and union compliance documentation.
  • All other duties as assigned by management.
