About The Position

The Construction Oversight Monitor supports the Project Manager/Senior Construction Manager and broader program team by conducting construction site visits, monitoring day-to-day construction activities, and providing technical assistance to ensure compliance with all programmatic, contractual, and regulatory requirements for CDBG‑DR funded recovery projects under the City Revitalization Program (CRP). This role plays a critical part in ensuring construction quality, safety, environmental compliance, and accountability throughout the life cycle of municipal infrastructure projects.

Requirements

  • Bachelor’s degree in engineering, construction management, architecture, or a related field preferred.
  • OSHA 30-hour construction safety certification.
  • At least two (2) years of experience in construction inspection or monitoring, preferably on federally funded projects.
  • Valid driver’s license and ability to travel to project sites across Puerto Rico.

Nice To Haves

  • Familiarity with CDBG-DR, HUD, or other federal construction programs is a plus.
  • Fluent verbal and written communication skills in Spanish and English.
  • Strong attention to detail, organizational skills, and ability to work independently.

Responsibilities

  • Conduct regular construction oversight inspections to monitor progress, contractor performance, workmanship quality, and adherence to approved plans, specifications, and schedules.
  • Verify compliance with program requirements, HUD regulations, PRDOH guidelines, and applicable federal, state, and local construction standards.
  • Monitor and validate implementation of site-specific health, safety, and quality assurance protocols, including compliance with the Puerto Rico OSHA‑approved State Plan and PR OSHA policies.
  • Document inspection findings, including construction progress, deficiencies, non‑compliance issues, and required corrective actions, using standardized inspection and reporting tools.
  • Track follow‑up actions and verify completion of corrective measures to ensure issues are resolved in a timely manner.
  • Support environmental review compliance by confirming that construction activities are consistent with approved environmental documentation and mitigation measures.
  • Assist with review of construction‑related documentation, including scopes of work, bid packages, contractor submittits, change orders, and pay applications, as directed by the Project Manager/Senior Construction Manager.
  • Coordinate with subrecipients, municipal staff, contractors, and PRDOH representatives to address technical questions, construction challenges, and compliance issues.
  • Identify construction risks, potential delays, and compliance gaps, and communicate recommended mitigation strategies to the project team.
  • Participate in internal coordination meetings and provide clear, timely input on project status, field observations, and emerging issues.
  • Perform other construction oversight and technical support duties as assigned to support overall program delivery.
