About The Position

The Construction Observer III is a mid-to-senior level position within our Construction Administration Practice Area, responsible for providing advanced field observation, technical support, and oversight of horizontal construction activities. This role works with a high degree of independence to ensure construction activities generally conform to approved plans, specifications, regulatory requirements, and quality standards. The individual hired into this role will serve as a key liaison among clients, contractors, project managers, engineers, and other project stakeholders while identifying issues, documenting progress, and supporting successful project completion.

Requirements

  • 8+ years of construction experience and/or related engineering, surveying, or construction experience.
  • High School Diploma or equivalent.
  • Experience with Microsoft Office applications.
  • Valid Driver’s License and ability to pass a Motor Vehicle Records Check.
  • Strong understanding of horizontal construction, including utilities, drainage, roadways, sidewalks, SCMs, traffic control, and related site improvements.
  • Ability to read and interpret construction plans and specifications and perform basic mathematical calculations.
  • Strong written and verbal communication skills.
  • Ability to work independently, manage multiple priorities, and make sound decisions in the field.
  • Strong attention to detail and commitment to quality.
  • Willingness and ability to lead, mentor, and support other team members.

Responsibilities

  • Observe and document construction activities to verify general conformance with plans, specifications, and applicable requirements.
  • Support Project Managers, Assistant Project Managers, and Engineers of Record throughout construction and project certification.
  • Read and interpret construction plans, specifications, shop drawings, schedules, and other technical documents.
  • Perform field measurements and limited surveying to verify horizontal locations and vertical elevations.
  • Document site conditions, quantities, progress, photos, daily reports, and construction changes.
  • Identify discrepancies, deficiencies, and potential issues and communicate them promptly to the appropriate project team members.
  • Assist with RFIs, change orders, field orders, work change directives, pay applications, and project documentation.
  • Coordinate and document geotechnical testing, inspections, punch lists, and project completion activities.
  • Review and document record drawing changes and verify required project closeout documentation.
  • Monitor project schedules and assist with identifying impacts to project progress.
  • Coordinate with clients, contractors, municipalities, and other project stakeholders as directed.
  • Provide technical guidance and mentorship to less experienced construction administration staff.
  • Assist with improving Construction Administration processes, procedures, and best practices.
  • Use company technology and software to efficiently document, communicate, and manage project information.
