About The Position

AECOM is seeking a Construction Manager to be based in our Baltimore, MD office to support the B&P Tunnel Replacement (BPTR) Program, among other project opportunities available at AECOM. AECOM is the delivery partner for Amtrak on the BPTR Program that will upgrade a ten-mile section of the Northeast Corridor (NEC), America’s busiest passenger rail line. The delivery partner team is responsible for supporting Amtrak with overseeing the full breadth of the program. The scope of services includes program management, design oversight, construction oversight, commissioning oversight, program controls, commercial management, and capacity building. The Program will also include delivery of new roadway and railroad bridges, new rail systems and track, and a new ADA-accessible West Baltimore MARC station. The Construction Manager (CM) will serve as the onsite Owner’s Representative, working 60% in the program office and 40% at construction sites and will be accountable for overall project success, with emphasis on technical performance, field oversight, safety, quality, and coordination across contractors, design teams, and program leadership. The CM will represent the Owner’s interests throughout all phases of construction, from readiness and mobilization through commissioning, closeout, and warranty. The position requires regular attendance at the Integrated Project Office (IPO) and the construction sites in Baltimore, MD.

Requirements

  • Bachelor’s degree in Engineering, Construction Management or related field and 10 years of relevant experience or demonstrated equivalency of experience and/or education, including 2 years of leadership.

  • Experience with managing and coordinating all construction documentation and technical workflows, such as: Submittals, Requests for Information (RFIs), Design Change Notices (DCNs), Field Change Notices (FCNs).
  • Strong owner-side experience in tunnels, underground, or heavy civil infrastructure
  • Experience in tunnel, underground, or heavy civil infrastructure
  • Experience with tunneling and building structures, including shafts and open‑cut U‑structures.
  • Strong working knowledge of pre-design and pre-construction, contract management, project delivery methods, building systems/components and technology
  • Rail industry experience.
  • Familiarity with Construction Manager at Risk (CMAR) delivery.
  • Strong communication and interpersonal skills.
  • Ability to work independently and as part of a team.
  • Proficiency (as a user) with inspection tools, MS Office Suite, Document Control systems, and SharePoint.

Responsibilities

  • Monitor field activities of contractors, track construction progress, and document work conditions and performance.
  • Ensure current drawings and plans are available each day to field supervisors, inspectors and superintendents.
  • Identify and verify required remediation activities for any non‑conforming work.
  • Assist in evaluating the validity of claims and differing site conditions.
  • Oversee construction safety and notify contractor supervision of unsafe practices or conditions.
  • Review look‑ahead schedules with contractor staff, project management, and stakeholders to confirm upcoming work activities; testing and inspection requirements; equipment and resource needs; and coordination with adjacent work and other parties.
  • Manage oversight of construction activities through project completion and closeout, ensuring alignment with contract requirements and Owner’s policies.
  • Ensure that field quality process readiness and implementation, including punch list development and resolution; commissioning; and warranty period oversight are compliant, sufficient and complete.
  • Ensure Construction Readiness, including verification that design packages are Ready for Construction (RFC); all submittals are approved and reviewed by required stakeholders; and all Authority Having Jurisdiction (AHJ) approvals are obtained.
  • Proactively manage and coordinate all construction documentation and technical workflows, such as: Submittals, Requests for Information (RFIs), Design Change Notices (DCNs), Field Change Notices (FCNs).
  • Lead and mentor project team members, promoting professional growth and high‑performance culture.
  • Provide guidance to resolve complex construction and project‑related issues.
  • Build and maintain long‑term client relationships.
  • Contribute to program‑level strategy, decision‑making, and coordination across disciplines.
  • Support program leadership through clear reporting, communication, and execution of field priorities.
