About The Position

This is a temporary full time position expected to last until the next fiscal year. The ideal candidate for this position will have any combination of having a degree from an accredited construction management program and five years of construction experience or have eight or more years of experience managing construction projects with an emphasis in Public Works and capital improvement projects including facilities, water resource, transportation and/or infrastructure projects. Have expert knowledge of building products, construction details and relevant rules, regulations and quality standards. Have experience overseeing onsite and offsite construction to monitor for compliance with building and safety regulations. They will have least one year experience in a government environment. The ideal candidate will have excellent document, time and project management skills and have experience working on a project team with project owners, project managers, design consultants, contractors, and public agency inspectors (federal, state, county, city) with a proven track record of identifying, managing, and mitigating risks associated with construction projects.

Requirements

Degree from an accredited construction management program and five years of construction experience OR eight or more years of experience managing construction projects with an emphasis in Public Works and capital improvement projects including facilities, water resource, transportation and/or infrastructure projects.
Expert knowledge of building products, construction details and relevant rules, regulations and quality standards.
Experience overseeing onsite and offsite construction to monitor for compliance with building and safety regulations.
At least one year experience in a government environment.
Excellent document, time and project management skills.
Experience working on a project team with project owners, project managers, design consultants, contractors, and public agency inspectors (federal, state, county, city) with a proven track record of identifying, managing, and mitigating risks associated with construction projects.
Formal Education/Knowledge: Work requires broad knowledge in a general professional or technical field. Knowledge is normally acquired through four years of college resulting in a Bachelor's degree or equivalent.
Experience: Minimum five years of experience in a related field.
Valid Driver's License
Reading: Work requires the ability to read general correspondence, memorandums, letters, blueprints, construction plans, microfiche reports, as-builts, technical specifications, engineering drawings, etc.
Math: Work requires the ability to perform general math calculations such as addition, subtraction, multiplication, division, calculate decimals and percentages; and perform mathematical operations involving basic algebraic and geometric principles and formulas and compute quantities and make cost estimates.
Writing: Work requires the ability to write general correspondence, memorandums, letters, reports to staff, Council and information to the general public, project conditions, change orders, and construction notes or related information clearly so there is little possibility of misinterpretation by contractors.
Managerial: Job has no responsibility for the direction or supervision of others but may provide advice/direction to an employee with less experience/skill or tenure.
Budget Responsibility: Significant - Oversees budget preparation of a project budget. Reviews and approves expenditures of significant budgeted funds for the department or does research and prepares recommendations for city-wide budget expenditures.
Policy/Decision Making: Significant- The employee normally performs the job by following established standard operating procedures and/or policies. There is a choice of the appropriate procedure or policy to apply to duties. More complex work as well as decisions with more significant impacts is typically reviewed prior to being finalized.
Technical Skills: Broad Application - Work requires a comprehensive, practical knowledge of a technical field with use of analytical judgment and decision-making abilities appropriate to the work environment of the organization.
Interpersonal/Human Relations Skills: High - Interactions at this level usually impact the implementation of policies. Responsibilities

Provides construction management efforts for Capital Improvement Program (CIP) vertical and horizontal projects to assure an acceptable level of quality and compliance with project specific contract documents i.e., contract, plans and specifications including the City of Goodyear Design Standards and Policies Manual, current edition of the Internation Building Code (IBC) adopted by the city, Maricopa Association of Governments (MAG) Specifications and Details, Maricopa County Erosion Control Manual, and other applicable federal, state and local codes, laws, rules, regulations, specifications, standards, policies, and procedures.
The Construction Manager interprets, applies, and enforces the provisions of the City's Engineering Design Standards and Policies, Uniform Building Code (UBC), MAG specifications and standards, and other applicable federal, state and local codes, laws, rules, regulations, specifications, standards, policies, and procedures.
Reviews and interprets architectural and engineering construction plans to ensure compliance with requirements and governing construction codes for the installation of public facilities, utilities and amenities.
The Construction Manager coordinates construction activities with stakeholders, other city departments, divisions, and sections including external governmental agencies, consultants, engineers, architects, developers, contractors, transportation entities, school bus service, sanitation pickup, participate in mitigating project impacts to residents and assist with construction related public complaints.
The Construction Manager provides field-level support for the project management team to address day-to-day construction issues and resolutions, daily construction activities and overall progress.
They verify contractor follows all project contract documents, they document activities associated with all project permits, attend project meetings, ensure field conditions align with approved contract documents, review for fit and finish, assure industry standards for safety according to OSHA regulations are adhered to including oversight of traffic barricades, signage and pedestrian detour plans, are followed, assist with field issues and resolutions associated with request for information, plan amendments, change orders, and contingency usage.
The Construction Manager shall maintain project inspection files including daily work logs, inspection related project correspondence, all material testing results, compliance certificates, verify erosion control measures and monitor stormwater pollution protection plan (SWPPP) installation.
Report on non-compliance with environmental permits (dust control, SWPPP, etc.), approved plans and shop drawings, plan amendments and reviews contractors field redline field as-built set for accuracy and completeness to date.
The Construction Manager reviews the final as-built documents for accuracy and completeness prior to the contractor submitting them to the Development Services Department.
Coordinate with the Project Management team letters of acceptance when all work meets specifications and city standards for project closeout.
The Construction Manager shall assist in reviewing the contractor’s progress payment requests by reconciling quantities installed to the contractor’s schedule of values, verifying the quality of installation, and computing final quantities item by item from the contract bid tab to determine the final amount of money to be paid to the contractor.
When applicable, the Construction Manager will verify time and material invoices, extra work quantities, and force account work quantities.

Become familiar with the City’s CIP structure in general and with your assigned construction project’s Scope, Schedule, and Budgets.
Become familiar with the city and department policies, Standard Operating Procedures and the city’s PM Manual.
Become familiar with the City's Engineering Design Standards and Policies, Goodyear’s current and associated International Building Codes (IBC), Maricopa Associations of Governments (MAG) specifications, and all other applicable federal, state and local codes, laws, regulations, specifications, standards, policies, and procedures associated with construction activities.
Provide field-level support for the CIP PM team to address day-to-day construction issues and resolutions, daily construction activities and overall construction progress.
Provide construction project status updates to the Project Manager through daily and monthly reports.
Establish and maintain an effective working relationship with Development Services Department Building and Civil inspection team.
Become familiar with the City of Goodyear Engineering Design Standards and Details Manual and with the various Approved Equipment and Materials Lists.
Become familiar with the City of Goodyear’s electronic plan review system.
Work with Engineering’s CIP team and Owners to prepare new CIP requests and update existing CIP projects with an emphasis on the construction delivery of the projects.
Participate in continuous improvement fundamentals to advance the efficiencies by which the Engineering PM Section operates and administers the city’s CIP.
Provide general assistance to the CIP Manager and other Engineering staff as necessary.
