About The Position

The position may be filled at the Construction Manager or Senior Construction Manager level depending on qualifications, experience, and demonstrated competencies. This position coordinates and oversees construction activities to support successful project delivery, including contractor coordination, field execution oversight, safety, quality, schedule monitoring, and regulatory compliance. Depending on experience, the role may range from supporting construction activities under the guidance of senior staff to independently managing complex construction efforts and serving as a subject matter expert. Responsibilities increase with level and may include construction planning and execution, risk and change management, stakeholder coordination, mentoring, and oversight of concurrent projects and contractors.

Requirements

  • Bachelor’s degree in Construction Management, Engineering, or related field OR 2 additional years of relevant experience in lieu of degree
  • Three (3) years of relevant experience in construction management, engineering, project management, or construction (for Construction Manager level)
  • Five (5) years of progressively responsible experience in construction management, engineering, project management, or construction (for Senior Construction Manager level)
  • Working knowledge of construction and project management principles and familiarity with the Grant PUD Project Management Framework; permitting processes; and applicable policies and procedures.
  • Ability to coordinate construction activities and support project delivery; communicate effectively with project teams and stakeholders.
  • Ability to organize and maintain project documentation and support implementation of project management processes.
  • Understanding of how assigned projects impact broader organizational operations.
  • Proficiency with MS Office and project management tools; ability to enter and manage data accurately.

Responsibilities

  • Supports day-to-day construction execution from contractor mobilization through turnover readiness, coordinating field delivery and, as assigned, serving as the District’s field representative to ensure alignment with approved plans, specifications, work packages, and schedules and supporting timely closeout.
  • Coordinates with contractors, internal work groups, consultants and stakeholders to support effective project execution and timely delivery.
  • Reviews and supports implementation of the project safety management plan; monitors site adherence to safety standards, District policies, and regulatory requirements, escalating issues outside of delegated authority.
  • Coordinates contractor clearances and permitting activities, tracking requirements and supporting compliance under direction of the Project Manager or Senior Construction Manager.
  • Monitors construction progress, contractor performance, and compliance with scope, schedule, cost, quality, and contract requirements; identifies risks, issues, and variances, and provides regular updates to the Project Manager and project team, communicating impacts to schedule, cost, and execution.
  • Tracks construction progress and costs using standard tools and maintains accurate documentation including daily reports, issue logs, field coordination notes, and turnover/closeout records.
  • Administers construction contracts within delegated authority, including monitoring contractor performance and compliance with contract terms (e.g., schedule, quality, safety, and change management requirements), supporting enforcement of contractual requirements, and identifying and escalating issues when outside of delegated authority.
  • Tracks construction costs and supports change order review and documentation within delegated authority.
  • Supports development and implementation of construction components of the project management plan, including safety, quality, schedule, and risk controls, and applies established processes to coordinate and document changes in scope, schedule, budget, and risks.
  • Supports implementation of the quality management plan and coordinates with inspectors to verify compliance.
  • Coordinates timely resolution and documentation of field deficiencies or nonconformances identified during construction, partnering with inspectors and the project team to support closure and readiness for turnover.
  • Supports development, review, and completeness of contractor turnover deliverables, including closeout documentation and as-built records, prior to handoff to the Business Owner.
  • Executes within defined scope and escalates major issues, schedule impacts, or cost/risk changes to the Project Manager and/or Senior Construction Manager.
  • Review and provide feedback on the project safety management plan and ensure adherence during all construction activities.
  • Hold or facilitate clearances for contractors to ensure construction activities are performed safely, in compliance with District requirements, and in alignment with approved work plans.
  • Ensure construction activities are compliant with all District policies and procedures, with an emphasis on those related to safety.
  • Accountable for ensuring construction activities meet District safety standards and regulatory requirements in high-risk utility environments.
  • Identify any necessary permitting requirements, manage permitting processes, and ensure full regulatory compliance as directed by project manager.
  • Serve as the District Representative during construction, providing technical leadership and oversight to contractors and ensuring performance expectations and District standards are met.
  • Administer construction contracts, including monitoring, reporting on, and directing contractor compliance with contractual requirements and within delegated authority.
  • Oversee contractor compliance with contract terms, including schedule, quality, safety, and change management requirements; resolve construction-related issues within delegated authority.
  • Serve as the subject matter expert by supporting development and execution of construction components of the project management plan, including safety, quality, schedule, and risk controls.
  • Assist in the development of a work breakdown structure for the project and develop work packages to guide the implementation of project tasks.
  • Monitor construction activities utilizing standard tools, identify risks or variances that impact schedules, and provide progress reports on standardized metrics.
  • Use established processes to manage, report and coordinate changes in scope, schedule, budget, and risks.
  • Provide input and subject matter expertise during the development of the quality management plan.
  • Partner with inspectors to follow the quality management plan requirements.
  • Monitor construction costs within established budgets and delegated authority; support change order evaluation and documentation and ensure expenditures are accurate and aligned with contractual and project requirements.
  • Manage relationships between project participants, including contractors and consultants, and stakeholders including support staff and customers.
  • Provide regular project status updates and communicate project-related information in written or verbal formats to the Project Manager, project team, and stakeholders.
  • Support stakeholder identification and implementation of communication and coordination plans.
  • Ensure timely and complete project turnover activities related to contractor deliverables.
  • Demonstrated commitment to Grant PUD’s mission, vision, values, a strategic plan, and Grant PUD/IBEW Local 77 Code of Excellence. The incumbent should be familiar with these organizational priorities and behave in a way that aligns with these expectations.
  • Understand and adhere to compliance requirements for this position that may include laws, regulations, security guidelines, Grant PUD policies & procedures.
