What we are looking for: We are seeking an experienced construction professional who thrives in a fast-paced public agency environment and enjoys taking ownership of projects from pre-construction through final closeout. The ideal candidate will bring strong experience managing public infrastructure projects, coordinating with contractors and consultants, reviewing construction documentation, resolving field issues, and serving as an owner's representative during construction. This position is particularly well-suited for candidates with backgrounds in construction management, resident engineering, public works construction, capital improvement programs, and municipal infrastructure delivery. Experience working with contractors, utility providers, consultants, and regulatory agencies throughout the construction process is highly desirable. The team you'll be leading: The Construction Engineering Division plays a critical role in delivering the City's capital improvement program and supporting construction activities associated with private development projects. As Construction Manager, you will oversee construction inspection and project delivery efforts while serving as a key liaison between the City, contractors, consultants, utility providers, and project stakeholders. You will help ensure projects are delivered safely, efficiently, and in compliance with approved plans, specifications, permits, and City standards. Requirements

  • Knowledge of operational characteristics, services, and activities of a public works construction inspection program.
  • Knowledge of principles, practices, and techniques of construction management, program development, program administration, and organization.
  • Knowledge of principles and practices used in storm water compliance inspection and reporting.
  • Knowledge of Standard Specifications for Public Works Construction.
  • Knowledge of regionally accepted standard plans.
  • Knowledge of principles and practices used in the planning, design, inspection, and construction of public works facilities.
  • Knowledge of pertinent federal, state, and local laws, codes, and regulations related to public works construction, including public contract law.
  • Knowledge of principles and practices of contract administration.
  • Knowledge of civil, structural, electrical, traffic, geotechnical, and mechanical engineering principles and practices as they relate to construction management and inspection services.
  • Knowledge of general construction principles and practices.
  • Knowledge of principles and practices of municipal budget preparation and administration.
  • Knowledge of principles and practices of personnel management, supervision, training, and performance evaluation.

  • Possession of an appropriate, valid driver's license with satisfactory driving record.
  • Within six-months of employment a Qualified Storm-water Practitioner Certificate is required if incumbent does not possess the certificate at time of hire.

Nice To Haves

  • Bachelor's degree from an accredited college or university with major course work in civil engineering, construction management, or closely related field is preferred and highly desirable.
  • Experience with computer programs used for construction project management, scheduling, and inventory, is desirable.
  • Possession of certification or license related to civil engineering, inspection, or construction, as issued by the State of California, the American Public Works Association, the American Construction Management Association, the International Conference of Building Officials, or an association of professional contractors, is highly desirable.

Responsibilities

  • Oversee construction inspection and project delivery efforts while serving as a key liaison between the City, contractors, consultants, utility providers, and project stakeholders.
  • Ensure projects are delivered safely, efficiently, and in compliance with approved plans, specifications, permits, and City standards.
  • Assume responsibility for the Development Services Department's construction management and inspection activities including participating in the development and implementation of goals, objectives, policies, priorities, and budget.
  • Manage and administer multiple private development, right-of-way, and capital construction projects; manage contracts and agreements; ensure completion of projects within budgetary, regulatory, and time constraints.
  • Coordinate activities with various public utilities, outside agencies and organizations, other departments, and the public, to resolve sensitive and controversial construction and inspection issues.
  • Respond to questions and inquiries from the general public, developers, contractors, engineering professionals, and City staff regarding construction projects.
  • Identify opportunities for improving service delivery methods and procedures; identify resource needs and reviews with appropriate management staff; implement improvements; ensure project reports are prepared and construction files and records are appropriately maintained.
  • Review and garner approval from appropriate design persons of construction submittals, contract change order requests, schedules, and design changes and reviews schedules of construction; prepare and process progress payments, contract change orders, statements of working days, requests for information response, reports of completion, resolutions of acceptance, and notices of completion.
  • Direct construction operations, services, and activities in accordance with applicable regulations and standards for infrastructure construction and employee safety and training.
  • Direct, coordinate, and review the work of construction and inspection operations, services, and activities; monitor work flow; assign work activities and projects and work to identify and resolve problems; review and evaluate work products, methods, and procedures; negotiate and resolve construction disputes and participate in construction claim defense.
  • Inspect and administer grading, storm drain, retaining wall, roadway, lighting, and surface improvements of private development projects.
  • Manage and supervise consultant project management, inspection, materials testing, and survey services; administer the selection of and negotiate contracts and fees for consultant services; and monitor consultant budgets and recommend approval of consultant payments.
  • Oversee right of way permit process; review and approve right of way permit applications; issue permits; and monitor conformance of construction to excavation ordinance requirements.
  • Review and comment upon plans and specifications in process of design for consistency and constructability; coordinate the review and approval of traffic-handling plan submittals.
  • Attend and participate in professional group meetings; stay abreast of new trends and innovations in the field of public works construction management.
  • Participate in the selection of, train, motivate, and evaluate assigned personnel; work with employees on performance issues in coordination with Human Resources; implement discipline in consultation with Human Resources; respond to staff questions and concerns.
  • Establish and maintain safety programs for assigned staff; implement related action plans.
  • Respond to work related injury and/or illness.
  • Respond to after-hours emergencies and callback when necessary; serve in rotating after-hours, on-call, emergency callout duty with other Development Services personnel, if eligible.
  • Perform other related duties as required.
