About The Position

The Jefferson County Transportation & Engineering Division is seeking a Construction Manager or Associate Civil Engineer to join their Capital Improvements Program (CIP) group. This role involves performing engineering activities and construction management for CIP projects, including roadway, bridge, stormwater drainage, and traffic operations. Responsibilities include inspecting construction work, documenting observations, assisting with project direction and correspondence, tracking quantities for contractor pay applications, reviewing project plans and specifications, and responding to citizen concerns. The Associate Civil Engineer role also includes tracking project budgets, preparing pay estimates, performing entry-level technical engineering analysis and calculations, and reviewing contractor project schedules. Requirements

  • Three years of roadway construction management experience, or acceptable amount of education and experience (for Construction Manager).
  • Two years of experience in civil engineering, roadway construction, or related field (for Associate Civil Engineer).
  • Associate’s or bachelor’s degree in construction management or related field (for Construction Manager).
  • Bachelor of Science in Civil Engineering or related field (for Associate Civil Engineer).
  • Engineer-In-Training (EIT) / Fundamentals of Engineering (FE) at time of hire (for Associate Civil Engineer).
  • Ability to drive to various job site locations throughout unincorporated Jefferson County.
  • Ability to walk over uneven terrain in a variety of weather conditions.
  • Ability to compare existing site conditions with construction plans.
  • Ability to collaborate with various individuals to solve problems.
  • Understanding of local, state, and federal regulations and design standards.
  • Strong written and oral communication.
  • Demonstrating initiative, innovation, and resiliency.
  • Strong time management and prioritization skills.
  • Ability to work on multiple complex projects at one time.
  • Experience in running meetings with large groups and speaking in front of boards and commissions.

Responsibilities

  • Perform engineering activities and construction management related to Capital Improvements Program (CIP) projects involving roadway, bridge, stormwater drainage, and traffic operations projects.
  • Inspect construction work and document observations.
  • Assist with drafting project direction and correspondence to the contractor.
  • Assist with tracking quantities for contractors pay applications.
  • Assist with contractor project schedule review.
  • Review project plans and project specifications.
  • Respond to citizen questions and concerns.
  • Track project budgets and prepare pay estimates.
  • Perform entry level technical engineering analysis and calculations.
  • Serve as construction manager and/or project engineer by performing construction oversight and engineering in compliance with Federal, State, and County standards, policies, and procedures.
  • Represent the county in applicable project meetings or other plan review.
  • Assist other division sections with their projects using their area of expertise.
  • Coordinate with other county and agency personnel during the design review and construction of projects.
  • Conduct field inspection activities during project construction and for maintenance (warranty) preparation.
  • Review design plans and specifications and provide input for constructability and maintenance.
  • Inspect contractors work for accuracy and completion according to construction plans/specifications and industry CDOT standards.
  • Participate in review of initial Critical Path Method (CPM) project schedules and evaluate monthly CPM schedule updates.
  • Measure quantities, document work progress with writing inspection reports (daily diaries) and taking photographs and prepare monthly progress payments.
  • Evaluate and approve change orders and cost estimates with recommendations.
  • Prepare time counts and compare them to project schedules.
  • Ensure compliance with applicable local, state and federal regulations for stormwater management and traffic safety.
  • Review construction site traffic controls and evaluate Methods of Handling Traffic (MHTs) to protect worker and driver safety.
  • Assess site stormwater management plans and inspect erosion control devices for payment and compliance with State and Federal regulations.
  • Serve as a representative for the County for assigned project.
  • Coordinate with contractors, construction supervisors, surveyors, Right-of-Way agents, utility companies, and County personnel, during project planning, design, and construction.
  • Coordinate project activities with adjacent stakeholders and traveling public.
  • Other duties and responsibilities as assigned.
