About The Position

Under the oversight and direction of Public Works' Section Heads, the Construction Managers will perform construction inspection, enforcement of compliance with the contract documents, scheduling, technical support, and on-site management of construction projects. This role involves preparing and processing change orders, daily logs, and working day statements; collecting work records; maintaining accurate records of work for payment purposes; conducting employee interviews; preparing as-built plans and performing other associated contract administration tasks. The Construction Manager will also arrange for materials testing and construction staking, respond to inquiries from the public and other agencies, coordinate project construction, prepare and maintain project budgets and schedules, review the work of other inspection staff, administer project contracts, manage cost and schedule performance, review contractor submittals, evaluate changes in scope of work, prepare requests for change orders, and respond to contractor correspondence. Additionally, the role requires interfacing with other County Departments and agencies, preparing project meeting agendas, running project meetings, monitoring and evaluating key project activities for cost/schedule compliance and quality assurance, and establishing effective working relationships with staff. The Construction Manager will also coordinate project close-out activities and manage public outreach programs.

Requirements

  • Graduation from an accredited college with a major in Civil or Construction Engineering
  • Familiarity with, and a working knowledge of the Standard Specifications for Public Works Construction (Greenbook) and the Standard Plans for Public Works Construction, and experience in their use
  • Working knowledge of the Caltrans Standard Specifications, Standard Plans and Standard Special Provisions, and experience in their use
  • Working knowledge of the Cal/OSHA Construction Safety Orders
  • Ability to interpret plans, specifications, special provisions, and other contract documents
  • Strong communication and public speaking skills
  • Ability to work independently with minimal oversight
  • Ability to independently identify problems and propose solutions
  • One to three years experience in aggregate performing construction management on road, bridge, flood control including storm drain and dam and reservoir modification, sewer, water, traffic signal, or airport improvement projects

  • Monitor, coordinate, and evaluate all key project activities to ensure cost/schedule compliance, and quality assurance/control
  • Participate in the training of staff on project delivery techniques
  • Establish and maintain effective working relationships with staff
  • Coordinate project close-out activities
  • Manage public outreach program services such as Local Targeted Worker Hiring and Small Business Outreach
