About The Position

Support the construction program upgrades for the Harry S. Truman VAMC, 800 Hospital Drive, Columbia, MO 65201. The intent of this contract is to expand VHA’s capabilities for contract management oversight of projects and project support services. The required support is needed to meet Non-Recurring Maintenance (NRM) infrastructure upgrades across VISN 15. All proposed personnel to perform services under this requirement must be United States citizens and obtain a favorable National Agency Check (NACI).

Requirements

  • Bachelors degree in Electrical Engineering, from an accredited school of higher education.
  • Minimum of 6 years of experience in both design and construction with a focus on medical facilities preferred.
  • Represent the VA in a professional manner and provide sound management advice regarding work performed on assigned projects, aiming for best value by controlling schedule and budget.
  • Possess knowledge of Construction Contract Documents including Front End and Technical Specifications and Drawings to readily understand and assess requirements.
  • Be proactive in helping to resolve problems and minimize claims, taking all reasonable measures to anticipate problems and delays and to minimize or eliminate their adverse impact on project completion and to make certain that work is performed in conformity with applicable requirements (codes, regulations, standards, construction contract plans and specifications).
  • Possess Communication, Language, and Software Skills with the ability to utilize a variety of software programs to monitor, update, and produce work products by applying knowledge of computer literacy.
  • Must be a United States citizen.
  • Must obtain a favorable National Agency Check (NACI).

Responsibilities

  • Provide construction management support, from pre-design through construction, primarily for Design-Bid-Build and Design-Build projects, expanding VA’s internal contract management oversight capabilities.
  • Provide professional and technical consultative assistance related to operations, renovation, and new construction programs.
  • Assist the Contracting Officer and the Contracting Officer’s Representative in project management, project engineering, planning, scheduling, design reviews, code compliance, testing, record keeping, quality control, quality assurance, cost control, and general oversight of design and construction projects.
  • Coordinate submittal reviews and manage the submittal process, ensuring General Contractor meets specification requirements and that a review and management process is established. Monitor and support timely reviews by all stakeholders. Analyze shop and working drawings and advise A/Es on availability of labor and materials.
  • Monitor and review project financial data and budgetary cost accounting; administer construction contract change orders; maintain spreadsheets indicating project funds, allowances, obligations, payments, balances, planned expenditures, etc. Assist in documenting the administration of construction contract change orders (preparing cost estimates, reviewing cost proposals, preparing change order packages for the Contracting Officer).
  • Prepare and maintain daily diaries for project activities noting events affecting construction. Maintain a current project schedule, coordinate with the general contractor, and compare project progress against the Contractor (CM) schedule and the general contractor’s schedule. Address all schedule slippages to the Resident Engineer and make recommendations for adjustments.
  • Conduct or attend weekly or bi-weekly project meetings to review and monitor projects and project schedules. Review construction contractor payment requirements (including preparation of necessary forms for payment processing by VA).
  • Keep thorough records of occurrences, contracts, and other construction-related matters to assist the VA in conflict resolution. Perform scheduling, conduct and document regular progress meetings with all interested parties to review project status, discuss problems, and resolve issues.
  • Monitor the services of an independent testing agency/laboratory to perform project-specific quality control testing and inspection services, including testing/inspection of soils, concrete, precast concrete connections, steel, steel decking, applied fireproofing, roofing, curtain walls/glazing, and elevator installations.
  • Provide professional and technical expertise for start-up, calibration, and/or certification of a facility or operating systems. This may include start-up planning, forecasting duration, estimating costs, determining objectives, organizing teams, testing building system components, conducting performance tests, obtaining O&M material, and conducting, scheduling, and/or supervising O&M training.
  • Maintain marked-up sets of project plans and specifications for future as-built drawings.
  • Perform routine inspections of construction as work proceeds, identify work that does not conform to contract requirements, and notify the VA and general contractor when work requires correction.
  • Compile thorough site inspections and lists of defects and omissions related to the work performed and provide these lists to the contractor for correction.
  • Assist in relocation efforts.
  • Review Request for Information (RFI) and Responses.
  • Coordinate owner-supplied equipment.
  • Manage Closeout Submittals and other services as required by the VA.
