About The Position

Under general supervision, performs a wide variety of highly skilled, semi-skilled, and unskilled work connected with the field construction and maintenance activities of a large irrigation system; and performs related duties as required. The Construction-Maintenance Worker series is flexibly staffed at the I and II levels. Employees in this classification progress through this series based on time in grade and demonstrated proficiency at the next higher level. Due to the nature of construction and maintenance work, employees are expected to perform work at a lower level classification when there is insufficient work at their assigned level. Employee may be assigned to work at a higher level for training purposes. This position reports to the Construction Maintenance Supervisor. This position is considered safety-sensitive and, therefore, is included in the random drug screening program. This position requires employees to be annually fit-tested for the use of a respirator when required and to remain clean shaven at all times. There are 9 different categories of work in the Construction and Maintenance field, (Sloping, Brushing, Trash Crew Lead, Gate Repair, Pipeline Repair, Canal Liner Repair and Installation, Canal Structure Modification and Installation, Pipeline Installation and Heavy Equipment Operator). Workers in this field will become proficient in a specific amount of the categories as part of the requirements to advance to the next level. Construction-Maintenance Worker I: This is an entry level position. At this level, the worker learns to operate hand tools, power tools, and may work in confined spaces. At the entry level, the worker becomes proficient in different categories of work within maintenance and construction. The employee will participate in and successfully complete Core Values training. Construction-Maintenance Worker II: This is a skilled and semi-skilled position and is a natural progression after completing Grade 1, Step 6. To qualify at this level, the worker demonstrates skill and proficiency using different tools and equipment in at least 4 different categories of work. The worker must be proficient as a Crew Leader in at least 2 different categories of work. The worker is required to have completed training and consistently demonstrated FID Core Values in the workplace. While at this level the worker will continue to gain skill and proficiency in different categories of work. Construction-Maintenance Lead: This is a skilled position. There are only 2 positions at this grade in the Construction and Maintenance Worker position. To qualify at this level, the worker demonstrates advanced skill and proficiency using tools and equipment in at least 6 different categories of work. The worker must be proficient as a Crew Leader in at least 3 different categories of work. The worker is required to consistently demonstrate FID Core Values in the workplace. While at this level the worker will continue to gain skill and proficiency, be used to coach and mentor lower-level workers in developing their skills and in Core Values training. While at this level, the worker will continue to gain skill and proficiency in different categories of work. SUPERVISION EXERCISED: This position does not supervise. However, all employees have responsibility to orientate, train, and assist employees of lower-level classifications.

Requirements

Completion of high school obtaining a diploma or completing a general education course and receive a GED
Experience working in an agricultural-related job performing construction and maintenance duties
Working in a construction-related job performing general construction
Experience using hand tools and small power tools
6 years of experience proficiently performing duties at the Construction-Maintenance Worker I (for Worker II)
7 years of experience proficiently performing duties at the Construction-Maintenance Worker I and II (for Worker III)
Possession of a valid California class C driver’s license may be required at the time of appointment.
Proof of a good driving record as evidenced by freedom from multiple or serious traffic violations or accidents for at least two (2) years duration.
Knowledge of Federal, state and local safe working practices.
Knowledge of Use of hand tools and light power tools used in construction and maintenance.
Knowledge of General construction.
Knowledge of Basic civil engineering including hydraulics, surveying, and drafting.
Knowledge of Blueprints and specifications.
Knowledge of Basic mechanical and electrical operation of equipment.
Knowledge of Techniques employed in construction, maintenance and repair of irrigation systems and related facilities.
Knowledge of Principles and techniques of supervision (crew leader position).
Knowledge of Fresno Irrigation District’s policies and operating procedures.
Knowledge of Construction of hydraulic structures including carpentry, welding, utilization of steel re-bar, laying and finishing concrete pipe.
Knowledge of Motor vehicle laws and operation of light to heavy equipment.
Ability to Work and drive.
Ability to Keep accurate and legible records and reports.
Ability to Perform general mathematics.
Ability to Use hand tools and light power tools used in construction and maintenance.
Ability to Read and write in English.
Ability to Read blueprints and specifications.
Ability to Perform basic mechanical and electrical installations and repairs.
Ability to Perform construction of hydraulic structures utilizing skills in carpentry, welding, utilization of steel re-bar, and laying and finishing concrete pipe.

Ability to Crawl in confined spaces.
Ability to Be fit-tested for a sealed mask and wear a respirator when required.
Ability to Establish and maintain cooperative relationships with those contacted in the course of work.
Must be able to push, pull, reach, and lift equipment and parts weighing up to fifty (50) pounds.
Stoops, kneels, crouches, crawls, and climbs during maintenance and repair.
Works in an environment with exposure to dust, dirt, sharp objects, human waste, and/or weed abatement chemicals, and significant temperature changes between heat and cold.
Be able to pass a respirator fit-test, remain clean-shaven to ensure respirator seal, and use a respirator when required.
Communicates orally with District staff in face-to-face, one-on-one situations.
Regularly uses a telephone for communication.
May sit or stand or walk on uneven terrain for extended periods of time.
Hearing, vision and eye-hand coordination sufficient to operate foot and hand controls and to maintain good awareness during maintenance and construction jobs.
Employee will follow all safety rules.
Employee will observe and follow all District policies and procedures.
Employee will report to work at the appointed time for each day he or she is scheduled to work.
During paid work time, employee will perform all work tasks and responsibilities to the best of his or her ability with the focus on quality and timely completion.
Employee will work cooperatively with co-workers and supervisors.

Responsibilities

Build forms and re-bar structures preparatory to the pouring of concrete structures for head gates, canal lining, diversions, and bridges.
Lay and repair concrete and plastic
Place new and repaired water control gates, diversions, and meter
Repair leaks in pipelines, wearing a respirator when required
Remove
Mow, rake and otherwise clean and clear ditches and
Operate a sloper to clean and form the sides of
Sprays for weeds and pest
Place and operate
Operate, clean, and service vehicles and other specialized
Prune trees and shrubs, and repair
Stock trucks with necessary tools, supplies, and
Perform tasks involving rough carpentry, fabrication (including welding), and cement
Operate and perform field repair on special purpose machinery and
May be required to crawl inside pipes and conduits to conduct
Heavy equipment operation
Perform other duties as assigned
