About The Position

Under general direction, this role plans, organizes, assigns, reviews, and supervises the daily construction, maintenance, and repair of irrigation, drainage, and District facilities. The position coordinates field operations, personnel, equipment, and materials, ensuring compliance with applicable safety laws and regulations. It provides leadership in the implementation and enforcement of safety practices and performs technical and administrative support functions.

Requirements

  • Maintain a consistent field presence and effectively lead crews in a dynamic work environment
  • Read and interpret construction plans, specifications, and work orders
  • Identify field issues and implement timely corrective actions to maintain project progress
  • Promote and enforce safe work practices and respond appropriately to safety concerns
  • Review and verify timecards, production data, and work documentation for accuracy
  • Coordinate effectively with management, engineering staff, inspectors, and other departments
  • Communicate clearly and effectively with staff, contractors, and the public
  • Recognize situations that require escalation and exercise sound judgment in referring issues to management
  • Respond to emergency situations and direct field response efforts
  • Enforce safety practices and respond to hazards appropriately
  • Establish and maintain effective working relationships
  • Equivalent to the completion of the twelfth grade.
  • Five (5) years of progressively responsible experience in construction and maintenance of irrigation, drainage, or similar systems, including at least two (2) years in a lead, foreman, or supervisory capacity.
  • Experience coordinating crews, equipment, and daily work assignments is required.
  • Possession of an appropriate California operator's license issued by the State Department of Motor Vehicles.
  • A good driving record of at least two (2) years duration, as evidenced by freedom from multiple or serious traffic violations or accidents.
  • Possession of and continuance of a driving record that does not cause adverse effect on the District's automobile insurance rates is required.
  • OSHA 30-hour Construction Safety certification (required to or to be obtained within 12 months of hire)

Nice To Haves

  • Additional training in construction, maintenance, engineering, or a related field is desirable.
  • Experience in heavy civil construction is desirable.

Responsibilities

  • Plans, organizes, and supervises, and reviews the daily construction, maintenance, repair, and rehabilitation of irrigation, drainage, and District facilities in a safe and efficient manner.
  • Directs and coordinates the work of assigned staff, including foremen, lead workers, and crews; ensures safe and efficient use of labor, equipment, and materials.
  • Conducts regular daily coordination, and communication with assigned staff to communicate work assignments, address field issues, and maintain alignment on priorities and expectations.
  • Implements work plans and schedules developed in coordination with management; adjusts daily operations as needed to maintain productivity and efficiency.
  • Develops and maintains short-term planning documents, including daily work assignments and three-week look-ahead schedules.
  • Maintains a consistent field presence (approximately 80% of time) to monitor work progress, provide direction, ensure quality, and support crews in resolving operational challenges.
  • Monitors job site activities to ensure work is performed safely, efficiently, and in accordance with District standards, plans, regulatory compliance and specifications.
  • Ensures compliance with CAL/OSHA, and Federal OSHA, and other applicable safety regulations, and District policies; actively, conducts, participates, leads, and reinforces safety practices, including tailgate sessions, and job hazard analyses through regular field engagement, and coordination with safety personnel.
  • Coordinates the dispatch of crews, equipment, and materials to support ongoing construction and maintenance activities.
  • Orders and procures day-to-day materials, supplies, and equipment necessary for project execution within established guidelines and authority, and District policies.
  • Reviews and verifies employee timecards, work codes, and production reporting for accuracy; ensures proper documentation and forwards for approval by the management.
  • Tracks project production, quantities, and resource utilization; provides regular updates to the manager.
  • Coordinates inspections, testing, and required corrective actions with appropriate staff, including internal inspectors and safety personnel.
  • Assists in the development of project work plans, job hazard analyses, and construction sequencing.
  • Responds to field issues, service requests, and operational problems; implements corrective actions to maintain project progress.
  • Ability to recognize and report complex operational issues, safety concerns, or public interactions to management as appropriate.
  • Coordinates Underground Service Alert (USA) notifications and ensures compliance with utility marking requirements, as assigned.
  • Assists management in the development of the department budget.
  • Supports management in budget awareness and cost control by monitoring field activities and resource usage.
  • Participates in planning efforts for upcoming construction and maintenance activities, including seasonal transitions and resource forecasting.
  • Assists in training and development of staff; promotes safe practices, skill development, performance feedback, may participate in discipline in coordination with management and Human Resources and progression within the organization.
  • Maintains project documentation, accurate records, and reports related to construction and maintenance activities.
  • Coordinates activities with other District departments, agencies, contractors, public, and staff to support efficient project delivery and operational continuity.
  • Responds to emergency situations in collaboration with safety staff and directs field response efforts as required, and may be on-call or respond after hours.
