About The Position

The City of Red Deer is currently recruiting for a Construction & Maintenance Coordinator Foreperson – Utilities to fill a permanent full-time position. This is supervisory-level work supporting the efficient execution of Electric Utility construction and maintenance projects using a broad background of field experience in the Electric Utility industry as a Journeyperson Powerline Technician (PLT). This role serves as the field point of contact for communicating and collaborating with private property owners, external utilities, third-party contractors, and internal stakeholders to coordinate the field execution of contracted services. These services include civil and electrical work as well as specialized programs such as tree trimming and asset management inspections or maintenance activities, all completed to Electric Utility standards.

Requirements

  • Grade 12 Diploma or equivalent.
  • Certified Journeyperson PLT with a minimum of 5 years’ experience.
  • 5 years’ experience working as a Journeyperson PLT at an electric utility.
  • Previous leadership experience with progressively greater responsibility.
  • Must be a creative individual with a keen eye for detail. Must demonstrate strong organizational, analytical, and problem-solving skills.
  • Electric Utility background with both overhead & underground distribution systems experience.
  • Demonstrates time management with the ability to work effectively on a variety of projects simultaneously while prioritizing duties in a multi-tasking environment.
  • Demonstrates excellent communication skills, verbal, written and listening.
  • Demonstrates commitment to the City’s RISE principles.
  • A self-motivated team player who can work independently but contribute to a collaborative project team.
  • Valid class 3 Alberta driver’s license with Q-endorsement.
  • Working knowledge of workplace practices required to resolve conflicts or disputes.
  • Knowledge of Hazard Identification and Safe Work Practices for Electric Utility construction work.
  • Ability to establish and maintain effective working relationships with internal staff, developers, customers, outside vendors, contractors, and consultants.

Responsibilities

  • Project coordination and construction oversight: Collaborate with Design, Foreperson, contractors, and stakeholders to coordinate internal and external electric utility projects, ensure constructability, manage permits, materials, inspections, notifications, and resolve field issues.
  • Standards compliance and quality assurance: Ensure all electric utility installations meet City and Electric Utility standards, support successful energization, and coordinate switching plans with SCADA operations.
  • Stakeholder and contractor liaison: Act as the primary point of contact between the Electric Utility and third‑party contractors, addressing questions, clarifications, conflicts, and right‑of‑way considerations.
  • Leadership and supervision: Supervise workers and contractors, provide hands‑on leadership, training, and mentorship, perform Line Foreperson duties, and act as General Foreperson when required.
  • Administrative, GIS, and documentation management: Maintain asset records, update GIS data, review maps and dashboards, verify as‑built documentation, and ensure accurate and complete project records.
  • After‑hours and operational support: Participate in on‑call rotations and manage utility communications, including monitoring and responding to email inquiries.
  • Health and safety leadership: Comply with and actively promote Occupational Health & Safety programs, policies, and best practices through leadership, participation, and enforcement.
  • Other related duties as assigned by the General Foreperson.
