Requirements

  • High School Diploma or GED equivalent
  • Florida Driver’s License
  • Three (3) years’ experience in construction inspection, two (2) years of which shall have been in bridge and/or roadway construction inspection or a Civil Engineering degree.
  • Any combination of education and experience may be substituted so long as it provides the desired skills, knowledge and ability to perform the essential functions of the job.

  • For candidates with engineering, engineering technology, or construction management degrees: Minimum of one (1) year of CEI experience in the construction of roadway or bridge structures.
  • For candidates without engineering, engineering technology, or construction management degrees: Minimum of five (5) years of CEI (Construction Engineering Inspections) experience in roadway or bridge construction.
  • Must be legally authorized to work in the United States.

  • Knowledge of drafting, cad, and land surveying
  • Ability to apply principles of geometry, trigonometry, algebra to calculate a variety of areas, quantities, or curves
  • Must be able to remain in a stationary position 25% of the time.
  • Must be able to move about within an office environment to access personnel and equipment and in outdoor environments to conduct surveys and inspections, including over uneven natural surfaces.
  • Frequently positions self to analyze construction materials and projects, including in high precarious places, on uneven natural surfaces, and low to the ground.
  • Must be able to operate a county vehicle and to ascend and descend from the vehicle.
  • This position frequently communicates with supervisors, other staff, and permit applicants regarding engineering specifications, county and state regulations, and roadway and construction projects and surveys.
  • Must be able to accurately convey and perceive information in these situations.
  • Must be able to perceive, inspect, and assess data, permits, construction materials, engineering plans and specifications.
  • Must be able to exert up to 20 pounds of force to move objects in all directions.
  • Regularly works around moving parts, near moving traffic or over roadways with moving traffic when on assignment.

Responsibilities

  • Serve as rod and chain person on a survey party, measuring distances and setting/aligning construction stakes.
  • Operate survey instruments like levels and transits, making elementary field calculations and recording notes.
  • Prepare maps from legal descriptions and field notes, plotting cross sections, profiles, and contours.
  • Compute land quantities and make tracings of maps or construction drawings.
  • Assist in drafting construction plans, potentially using computer-aided drafting programs.
  • Place traffic counters, inspect their operation, and collect required information.
  • Perform roadway and intersection traffic counts, review accident reports, and conduct speed studies.
  • Prepare charts and graphs, research property and utility locations, and input data.
  • Make simple engineering calculations and check computations.
  • Prepare construction drawings and sketches.
  • Assist in reviewing contracts, plans, and specifications.
  • Assist in inspecting construction projects.
  • Provide information to the public regarding county policies and procedures.
  • Perform permit processing as assigned.
  • Enter and retrieve data from electronic data processing systems.
  • Follow safe work practices and use required safety equipment.
  • Inspect various phases of construction in progress to enforce compliance with plans and specifications.
  • Interview permit applicants, review and inspect plans, and issue permits.
  • Compile plans, specifications, and layouts for engineering projects.
  • Prepare precision drawings of preliminary construction plans.
  • Plot profiles, cross-sections, roads, storm drainage, right-of-way, and topographic features using computer-aided design software.
  • Interpret and translate survey field notes.
  • Check subdivision and other land development improvement plans.
  • Search records and assist in preparing legal descriptions of property.
  • Compute costs of construction projects, including cost analysis.
  • Serve as instrument person on a survey party and may act as party chief.
  • Direct the work of Construction Inspectors I.
  • Investigate public complaints regarding traffic conditions, encroachments, drainage, grading, etc., and prepare reports.
  • Assist with the inspection of construction projects.
  • Perform routine roadway, sewer, and drainage design.
  • Assist in structural design detailing, prepare contract specifications, and draft final plans.
  • Revise less complex engineering designs.
  • Plan and supervise the preparation of construction drawings, maps, and other engineering materials.
  • Obtain information from other agencies as needed.
  • Review plans and specifications for engineering soundness and conformance to standards.
  • Consult with public and private engineers and contractors.
  • Perform electrical, signal, and lighting work.
  • Determine bonding requirements and inspections.
  • Review submitted cost estimates.
  • Investigate and prepare documents relative to road and drainage vacations.
  • Coordinate work with other government agencies and public utilities.
  • Perform storm runoff hydrologic calculations, estimate quantities of materials, and produce erosion plans.
  • Serve as an inspector or Resident Engineer on major construction projects and subdivisions.
  • Maintain responsibility for tabulation of work completed and preparation of pay estimates.
  • Direct surveys, record field notes, and prepare maps and sketches from survey data.
  • Gather information and data to determine needs and work methods for proposed surveys.
  • Supervise and train other survey party personnel.
  • Assure that equipment and vehicles are in working condition.
  • Conduct traffic surveys and prepare findings and recommendations.
  • Coordinate work with other public agencies and assist with supervision of traffic control devices.
  • Design and prepare specifications on major projects.
  • Testify in depositions and/or court proceedings.
  • Perform complicated sub-professional engineering studies.
  • Check subdivision and other land development plans to verify property lines.
  • Coordinate map checking and respond to inquiries from applicants and their representatives.
  • Perform difficult survey verification work.
  • Investigate complaints and make recommendations regarding corrective action.
  • Perform field investigations of water channels and culverts.
  • Assist in the preparation of maintenance agreements with outside contractors.
  • Attend meetings as assigned.
  • Represent the department on the County’s Development Review Committee.
  • Supervise or lead other sub-professional and clerical personnel as directed.
