About The Position

The City of Galt is seeking applications for a Construction Inspector/Sr. Construction Inspector. This recruitment may close without notice once a sufficient number of applicants are received. The role involves performing field inspections of public works improvements, including capital improvement projects of City infrastructure such as streets, sidewalks, encroachment, grading, landscaping, traffic control, water and wastewater lines and facilities, electrical installations, and other City facilities to ensure conformance with applicable laws, codes, ordinances, plans, specifications, and departmental regulations. The Senior Construction Inspector role also includes leading, training, and overseeing more complex inspections and directing the work of assigned staff.

Requirements

  • Equivalent to an associate degree with major course work in civil engineering, drafting, surveying, mathematics, or related field.
  • Construction Inspector: Two (2) years of technical engineering, public works infrastructure construction, inspection, or related experience.
  • Senior Construction Inspector: Four (4) years of technical engineering, public works infrastructure construction, inspection, or related experience.
  • Knowledge of materials, methods, and practices used in public work construction, including streets, gutters, sidewalks, drainage, water and wastewater lines and facilities, streetlights, and related facilities and appurtenances.
  • Knowledge of principles and practices of public works construction inspection.
  • Knowledge of basic practices of construction contract administration in a public agency setting.
  • Knowledge of applicable federal, state, and local laws, codes, and regulations, including administrative and department policies and procedures.
  • Knowledge of technical principles and practices of engineering design, specification, and cost estimate preparation.
  • Knowledge of defects and faults in construction.
  • Knowledge of materials sampling, testing, and estimating procedures.
  • Knowledge of mathematical principles and theories.
  • Knowledge of technical report writing and preparation of correspondence.
  • Knowledge of principles and procedures of recordkeeping.
  • Knowledge of modern office practices, methods, and computer equipment and applications related to the work.
  • Knowledge of English usage, spelling, vocabulary, grammar, and punctuation.
  • Knowledge of techniques for providing a high level of customer service by effectively dealing with the public, vendors, contractors, and City staff.
  • Knowledge of safe driving rules and practices.
  • Ability to inspect standard capital improvement and public works projects to ensure compliance with plans and specifications.
  • Ability to interpret, apply, and explain applicable laws, codes, regulations, and ordinances.
  • Ability to detect and locate faulty materials and workmanship and determine the stage of construction during which defects are most easily found and remedied.
  • Ability to provide technical engineering review and processing assistance to City staff.
  • Ability to review and analyze construction plans, specifications, maps, change orders, claims, and progress payments within specific procedural guidelines, and legal descriptions for conformance with City standards and policies.
  • Ability to coordinate activities with multiple contractors, engineers, and property owners.
  • Ability to respond to complaints or inquiries from citizens, City staff, and outside organizations.
  • Ability to prepare and maintain accurate and complete records; prepare clear and concise technical reports.

Responsibilities

  • Performs field inspections of public works improvements, including capital improvement projects of City infrastructure, such as streets, sidewalks, encroachment, grading, landscaping, traffic control, water and wastewater lines and facilities, electrical installations, and other City facilities to ensure conformance with applicable federal and state laws, codes, ordinances, plans, specifications, and departmental regulations.
  • Inspects the construction of a variety of public works, infrastructure, and capital improvement projects for conformance with plans, specifications, contract provisions, and safe work practices.
  • Confers with contractors and developers regarding conformance to standards, plans, specifications, and codes; explains requirements and evaluates alternatives.
  • Records amounts of materials used and work performed; prepares necessary reports for progress payments.
  • Issues change orders within specific guidelines and/or consults with engineering staff regarding problems and change alternatives.
  • Prepares and maintains daily inspection reports, progress payments, change orders, claims and other written documentation.
  • Takes samples of materials used and performs basic tests or submits to testing laboratories to ensure appropriate composition.
  • Inspects sites and reviews plans and specifications prior to the bidding or development process; attends bid openings for capital improvement and private construction projects.
  • Conducts pre-construction meetings with contractors and developers.
  • Investigates resident complaints; confers with property owners regarding project schedule, hazards, and inconvenience.
  • Schedules service interruptions with least interference and least inconvenience to properties.
  • Inspects City sidewalks and asphalt roads for hazards in need of repair; measures and records displacements; submits locations for repair.
  • Reviews requests for progress payments relating to work performed and materials supplied.
  • Acts as liaison between the City, contractors, other agencies, businesses, and residents affected by projects; maintains communication among the parties and responds to and resolves issues and complaints or refers them to the proper office for resolution.
  • Prepares standard bid and document forms.
  • Prepares a variety of correspondence, reports, correction notices, procedures, and other written material.
  • Operates a standard vehicle to travel to multiple locations in order to perform assigned tasks.
  • Maintains accurate records and files.
  • Plans, assigns, directs, and reviews the work of construction inspection staff assigned in the inspection of all City public works, infrastructure, and capital improvement construction projects (Senior role).
