About The Position

Metrolinx is connecting communities across the Greater Golden Horseshoe and is seeking a Construction Health and Safety, Project Manager for its Capital Projects Group (CPG) Rapid Transit (RT) Program Delivery Group. This role will provide program-level oversight to ensure safety programs are delivered consistently and effectively throughout the project lifecycle. The Project Manager will collaborate with Project Delivery Teams (PDT) to support the development of construction safety management plans for the Rapid Transit Program and help identify and mitigate safety risks. This position reports to the Senior Manager, Construction Health and Safety – RT Program Delivery, but will work closely with Project Delivery Teams and the Metrolinx Corporate Safety Team. The role is an in-office position based at 10 Bay Street, fostering a collaborative environment that benefits from in-person co-creation and partnership.

Requirements

  • Completion of a degree in Safety, Engineering, Architecture, or a related discipline, or a combination of education, training, and experience deemed equivalent.
  • Demonstrated progressive experience in transit infrastructure planning, design, construction, construction supervision, construction safety, and administration of transit facilities and infrastructure.
  • A valid Ontario Class "G" driver's license is required.
  • Extensive experience in the safety requirements for heavy civil construction, underground facilities, tunnel construction, and construction within dense urban environments, including experience with the requirements of Ontario Traffic Manual Book 7 and the Highway Traffic Act.
  • Knowledge of and the interpretation and application of the Occupational Health & Safety Act and construction site and safety coordination best practices, procedures, processes, and related legislation and regulations for complex infrastructure projects.
  • Excellent communication (written and verbal), leadership, and interpersonal skills.
  • Strong relationship management skills, with the ability to negotiate, consult, facilitate, and liaise with stakeholders on sensitive or contentious issues.

Nice To Haves

  • Canadian Registered Safety Professional (CRSP), Certified Safety Professional (CSP), or Construction Health and Safety Technician (CHST) designation is an asset.
  • Supervisory principles and practices to provide leadership, supervision, direction, influence, and motivation to Construction Safety Officers and construction/safety contractors.

Responsibilities

  • Support a safety culture and awareness by staying updated with safety information, organizing and participating in Safety Engagement Tours, and ensuring up-to-date training to prevent workplace incidents and injuries for RT projects.
  • Support the analysis of construction activities and safety statistics to ensure work priorities and project coordination, and to ensure safe and efficient program delivery.
  • Support Metrolinx Corporate Safety in the review and formal auditing of safe work practices to ensure compliance with relevant OHSA legislation, regulations, and contract requirements.
  • Work with the team to protect Metrolinx from general corporate liability, public exposure to risks/hazards, and impact to operations.
  • Provide insight and input into improvements/revisions to CPG RT’s construction health and safety plans in collaboration with Corporate Safety, the Health and Safety Support Team, PDTs, Metrolinx Community Engagement, and other stakeholders.
  • Provide ongoing oversight through site inspections and other observation measures to ensure on-site construction work by external contractors is performed safely and in compliance with OHSA.
  • Assess contractor compliance against relevant OHSA legislation and contract requirements, identifying higher-risk activities and ensuring constructors implement mitigation procedures and solutions.
  • Assist in the successful delivery of Safety programs for large-scale transportation infrastructure projects and linear infrastructure segments, working with internal and external partners to ensure requirements meet Metrolinx standards.
  • Collaborate with the PDT Health and Safety and Corporate Safety Team to receive guidance on the interpretation and application of CPG RT-wide H&S policies, procedures, and best practices; provide data/information/statistics on contractor health and safety performance metrics, and report on auditing requirements/findings.
  • Provide supervision and technical direction to safety consultants, Construction Safety Officers, community engagement teams, and other personnel assigned to construction projects.
