About The Position

The New York City Housing Authority (NYCHA) is seeking a Construction Field Supervisor to oversee the activities of Field Inspectors monitoring construction of NYCHA’s capital projects. This role involves assisting with construction administration, ensuring contract compliance, resolving construction issues, and performing other related duties. NYCHA is the nation's largest public housing authority, managing a significant capital program aimed at maintaining and improving housing for New Yorkers. The Capital Programs team within the Asset & Capital Management (A&CM) Division oversees over 500 active construction projects citywide, ranging in value from $100,000 to $500 million. The A&CM Division integrates development, modernization, and asset management to deliver comprehensive repairs through innovative financing, strong partnerships, and strategic planning.

Requirements

• Permanent civil service status in the title of Supervisor of Mechanical Installations & Maintenance.
• Candidates with permanent civil service status in the title of Construction Project Manager L3 will also be considered.
• Employees serving in the titles of or who meet the qualification requirements for Supervisor of Electrical Installations and Maintenance or Associate Inspector (Housing Construction) will also be considered.
• A four-year high school diploma or its educational equivalent.
• Four years of full-time satisfactory experience in the installation, repair and/or inspection of mechanical equipment in the areas of heating, ventilation, air conditioning, elevators, and/or plumbing in buildings, facilities, structures and grounds, at least two years of which must have been experience in a building or facility of at least 100,000 square feet or a number of buildings of at least 3 stories each, adding up to a total of at least 100,000 square feet.
• OR A satisfactory combination of education and experience that is equivalent to the four years of experience required above. College education leading to a baccalaureate degree in engineering or engineering technology may be substituted for the required experience on the basis of 5 semester credits for two months of experience. However, to qualify candidates must have at least two years of the required experience as described above in a building or facility of at least 100,000 square feet or a number of buildings of at least 3 stories each, adding up to a total of at least 100,000 square feet.

Responsibilities

• Supervise activities of Construction Field Inspectors; monitor overtime; train and mentor assigned staff.
• Review daily reports from Construction Field Inspectors and ensure proper escalation to the responsible Project Management staff.
• Prepare weekly project status reports and submit to the responsible Project Management staff.
• Perform constructability reviews at various design stages.
• Participate in pre-bid meetings, as needed, and pre-construction meetings.
• Assist the project management team to provide clear, concise and timely responses to contractor-related matters.
• Visit multiple construction sites to review the status of work; attend job progress meetings as needed.
• Review and recommend action on contractor requests for time extensions.
• Assist with review of actionable documents such as: Requests for Information, submittals (shop drawings, material samples, etc.), schedule of values, evaluate and recommend validity of potential change orders, progress reports and schedules.
• Review and approve contractor payment requisitions.
• Ensure that the Field Inspectors maintain accurate, complete and current project records and update project management system accordingly.
• Ensure that the Field Inspectors verify that the contractor signs the development log book and that the daily sign-in sheets are completed.
• Assist in the preparation of punch lists.
• Maintain familiarity with applicable building codes and governmental regulations.
• Serve as NYCHA’s representative in the filing of complaints with the Police Department or other agencies in the event of unlawful activity on the construction site.
• Audit Construction Management (CM) vendors to ensure compliance with NYCHA construction management standards of practice.
• File CM audit reports, follow up on non-compliances and submit to the responsible Project Management staff.
• Spot check CM administrative work product and escalate non-conformances to the responsible Project Management staff.
