About The Position

The Hennepin County Public Works Transportation Project Delivery department is seeking a Construction Division Manager, who will be responsible for the overall management of the division. The Construction Division consists of over 50 professionals who oversee and manage the county’s transportation construction projects, with this position having a primary focus on road and bridge construction. This is a full-time benefit earning position. In this position, you will plan, organize, and direct the division's work into prioritized programs and projects; determine which projects will be completed by unit staff and which projects will be completed by consultants under staff supervision, including analysis of seasonal workload needs and the development of work plans to meet division and department goals. You will represent the Construction division on matters related to projects on county roads and bridges. Prepare administrative reports, budgets and communication as requested by county leadership. Participate in the development of department strategic planning efforts and develop, implement, and monitor associated performance measures. Prepare and give presentations and represent the department or division before public and private bodies and affected citizen or related groups presenting critical organizational issues. Initiate and maintain liaison with governmental, private, and other public officials or representatives of affected groups relating to road and bridge improvements. Decide and effectively recommend practices, guidelines, and procedures. Participate as a management representative in labor negotiations, grievance, mediation, and arbitration proceedings with labor union employees. Provide leadership to further department-based strategies that align with county goals, mission and core values for diversity, equity and inclusion.

Requirements

Bachelor's degree or higher in civil, mechanical or electrical engineering or other engineering field appropriate to the position and six years or more of professional engineering experience including at least two years of experience at or above the level of a Senior Professional Engineer.
Licensed Professional Engineer (P.E.) by the Minnesota State Board of Registration or Minnesota License eligible within six (6) months of hire.

Nice To Haves

Experience as a project engineer administering road and bridge construction contracts.
Administering and completing Federal or MnDOT State Aid funded road and/or bridge construction contracts, including the submittal and acceptance of final documentation.
Working with government agencies and contractors.
Managing complex road and bridge construction projects, including negotiating and managing contract and agreements with other agencies.
Assessing and implementing changes needed to improve workflows and efficiencies internally and/or with other departments or agencies.
Supervising and/or managing staff, including a team of engineers and/or engineering technicians.
Knowledge of Federal, state, and local laws pertaining to construction contract administration, especially for federally funded projects.
Knowledge of Budget evaluation, preparation, and control.
Knowledge of The principles and practices of civil or structural engineering.
Knowledge of Supervisory principles and practices.
Ability to effectively oversee multiple projects and responsibilities concurrently.
Ability to direct, coordinate, and evaluate the work of a professional and technical staff.
Ability to develop and coordinate appropriate divisional, departmental programs, and projects.
Ability to establish and maintain effective relationships with contractors, public officials, county employees, and the general public.
