About The Position

Martin County is accepting applications for a full-time Construction & Design Manager within the Martin County Highway Department. The Construction and Design Manager responsibilities encompass a broad range of duties in assisting the County Engineer that the Engineering Division is functioning smoothly. This position oversees construction projects from the fund acquisition all the way through to the final construction process. Oversees and troubleshoots multiple projects at one time. This position completes preliminary surveys compiling information for future projects. Designs and prepares detailed construction plans for Grading, Paving, Bridge and Culvert replacement. Inspects all types of construction projects for compliance with plans, specifications and contract requirements. Coordinates construction projects, including reporting to the state, from the design phase all the way through the construction inspection stage. Responsible for Bridge Safety Inspections, all the way from the scheduling of the inspections, to the actual physical inspection, to reports to the state and communicating the results to the County Engineer. Directs and supervises the day-to-day activities of the other engineering staff.

Requirements

Strong working knowledge of highway surveying and engineering support operations, related equipment and related quality requirements.
Strong working knowledge of the equipment, materials, methods and practices used in highway surveying and engineering support operations.
Considerable knowledge of federal, state and local laws, rules and regulations relating to the highway, bridge and ditch systems, construction, land acquisition and traffic control.
Considerable working knowledge of computer aided design applications and the ability to utilize them effectively.
Ability to effectively organize, direct and perform highway surveying and engineering support activities.
Ability to operate general office equipment and technology.

Responsibilities

Leads a survey crew, supervising and participating in all phases of field surveys.
Represents the Martin County highway Department on committees and meetings as assigned.
Coordinates construction projects from the design process all the way through the construction.
Maintains computer equipment and network. This includes keeping all computers operating, installing new software, doing back-ups and solving problems that other run into while working on the computer.
Carries the responsibilities for the accuracy of survey crew results to include reference point locations, reference lines and construction staking.
Completes preliminary surveys compiling necessary information for future projects.
Designs and prepares detailed construction plans for projects such as grading of highways, paving highways and bridges and culvert replacements and storm sewer projects.
Inspects all types of construction projects for compliance with plans, specifications and contract requirements.
Measures and verifies quantities of materials, testing for quality assurance and compliance with design specifications.
Coordinates construction projects, including reporting to the state, from the design phase all the way through to the construction inspection.
Educates the engineering staff on a variety of topics, including training them on the computers and survey equipment and teaching them new software.
Schedules the day-to-day activities of the engineering staff and follows up to make sure work is being performed in a satisfactory manner.
Works with other Highway Department Supervisors and employees to make sure department assets are being best utilized.
Responsible for bridge inspections, all the way from the scheduling of the inspections to the actual physical inspection, to reports to the state and communicating the result to the County Engineer.
Collaborates and corresponds with other County offices and the general public on a wide variety of Highway Department topics.
Write proposals, estimates and contract documentation.
Participates in continuing education and training sessions on position applicable law and regulation changes, computer skills and other position related matters.
Ensures required certification and licensure credentials remain valid.
Performs other work-related duties as required.
