About The Position

Turner & Townsend is seeking Cost Managers / Quantity Surveyors at all levels to join their team. This role will provide support for construction cost services on a major, long-term capital program within a high-tech manufacturing environment. This is an opportunity to be involved in one of the largest and most complex industrial construction programs in the United States, with a multi-phase delivery spanning many years. Requirements

  • Bachelor’s degree in Construction Management, Quantity Surveying, Engineering, or a related field.
  • Minimum 3–5+ years of relevant experience in cost management, quantity surveying, or estimating within the construction industry.
  • Experience supporting cost management on large-scale or multi-phase construction projects, ideally within industrial or manufacturing environments.
  • Consultancy experience is strongly preferred.
  • Strong understanding of construction methodologies, procurement routes, value management, and value engineering.
  • Experience working in complex, multi-contractor environments with high levels of coordination and interface management.
  • Strong communication and stakeholder management skills.

Nice To Haves

  • RICS accreditation or progress toward certification is advantageous.
  • Experience in semiconductor, advanced manufacturing, or similar industrial sectors is preferred.

Responsibilities

  • Advise the client on commercial strategies, including vendor prequalification, bid evaluation, and bid leveling, making final recommendations and supporting contractor appointment processes.
  • Manage estimating services across the full project lifecycle, including developing project estimates (construction, fees, direct works, and related costs), reviewing junior team output, and presenting findings to stakeholders.
  • Present value engineering opportunities and risk assessments, ensuring alignment with project objectives within a large-scale, multi-phase construction program.
  • Engage with contractors and vendors to review, validate, and challenge costs, utilizing benchmarking data from comparable large-scale projects.
  • Establish and maintain cost reporting processes, including reporting schedules, cost forecasts, and budget tracking across multiple concurrent workstreams.
  • Develop and maintain commercial risk registers and facilitate regular cost and program review meetings with project teams and vendors.
  • Manage cost control processes, including payment applications, change order review, and contractor entitlement recommendations.
  • Support contract administration and manage dispute prevention/resolution in a complex, multi-contractor environment.
  • Monitor and manage invoicing processes, ensuring compliance with project and governance requirements.
  • Benchmark performance against similar large-scale industrial or manufacturing programs.
  • Manage final accounts, post-contract audits, and project closeout across phased construction delivery.
  • Lead post-contract reviews and contribute to lessons learned and continuous improvement initiatives.
  • Develop and support standardized procedures governing project delivery, controls, and handover as part of a program-level framework.
  • Perform all duties using cost estimating tools, take-off software, and standard commercial documentation (e.g., bid analysis, change control forms).
  • SOX control responsibilities may be part of this role, which are to be adhered to where applicable.
