About The Position

Vali Incorporated seeks a highly qualified candidate to support the Missile Defense Agency (MDA) as a Construction Cost Estimating Analyst supporting the development, fielding, and integration of the MDA Missile Defense System. Cost Estimating support includes development and maintenance of Life Cycle Cost Estimates (LCCE) and models for Defense Acquisition programs, analysis and reporting of cost data, and conducting excursions.

Requirements

  • Bachelor's Degree in Construction Management, Mathematics, Engineering, Operations Research, Economics, Statistics, Business Analytics, or related field
  • Cost Estimating, Budget/Financial Management, Systems Engineering, or Data Analytics
  • Excellent oral and written communication skills
  • Exceptionally strong analytical skills and be detail oriented
  • Ability to perform site visits (travel CONUS and OCONUS) and document general take-offs to create estimates
  • Must possess or be eligible to obtain and maintain a DoD Secret clearance

Nice To Haves

  • Master's Degree preferred
  • Understanding of facility design documents and various construction trades and building systems
  • Strong knowledge of MS Office with demonstrated experience in Excel, including advanced functions, pivot tables, and queries
  • Working knowledge ACEIT, @Risk, Crystal Ball, or other similar parametric and cost risk tools
  • Membership and certification in International Cost Estimating and Analysis Association (ICEAA)
  • Knowledge of planning, formulating, and applying DoD Planning, Programming, Budgeting and Execution System (PPBES) methods to develop and interpret information that assists management with decision making, policy formulation, or other managerial functions
  • Must Work independently and conduct strategic high-level coordination activities
  • Must be a self-starter able to support multiple complex projects simultaneously

Responsibilities

  • Independently develop, present, and defend construction cost estimates, cost estimating relationships, and mathematical cost models
  • Determine the quantities and cost of all materials, equipment, and labor for assigned projects
  • Conceptualize construction-based projects with minimal information when no requirements documents/statements of work are available
  • Develop construction cost estimating relationships using applied mathematics, probability, statistics, regression analysis, linear algebra, learning curves, and data collection
  • Demonstrate the ability to learn and properly use the construction cost estimating software provided, as well as perform research using various construction estimating sources
  • Create and maintain Power Queries for data visualization of cost model outputs
  • Participate in Business Case Analysis (BCA), Analysis of Alternatives (AOA), and risk analysis to develop multiple outputs using input variables by conducting what-if drills, sensitivity analysis, Monte-Carlo simulations, and other cost-related studies
  • Review Cost Analysis Requirements Documents (CARDS)
  • Collect and manage cost data, technical baseline data, and cost research/analysis
