About The Position

The City of Tulare is seeking a skilled Construction Coordinator to lead contract administration, ensure compliance, and drive Capital Improvement Projects (CIP) to successful completion. This role serves as a vital link between contractors, field inspectors, utility companies, and the public, overseeing major capital projects from pre-construction to final closeout. The Construction Coordinator will also mentor and guide field personnel, helping to elevate the quality of the inspection team. Requirements

  • Equivalent to graduation from an accredited four-year college or university with major coursework in construction management, civil engineering, business administration, or related field.
  • Four (4) years of experience in construction or project management with demonstrated experience in project management of public projects.
  • Possession of, or ability to obtain, a valid Class C California's driver's license.
  • Deep knowledge of public works construction practices, standard specifications, and civil engineering principles.
  • Proven experience in contract administration, cost estimation, blueprint review, and construction scheduling software.
  • Ability to explain complex technical projects clearly to citizen groups, legislative bodies, and contractors alike.
  • Familiarity with local, State, and Federal rules, including safety standards, storm water regulations, and building codes.
  • Knowledge of procedures, practices, methods, materials and equipment required to perform construction projects, to include, but not limited to, facilities, utilities, parking lots, paving, road widening, sidewalks and curbing work.
  • Knowledge of legal and departmental regulations relating to public works construction and contract requirements.
  • Knowledge of basic principles of civil engineering relating to public works construction.
  • Knowledge of code compliance practices.
  • Knowledge of effective principles and methods utilized in inspecting major construction projects.
  • Knowledge of modern methods, materials and equipment employed in building construction and heavy construction projects.
  • Knowledge of civil, hydraulic, mechanical, electrical, structural, geological and sanitary engineering as they relate to construction/project management.
  • Comprehensive knowledge of mathematics including algebra, geometry and statistics.
  • Knowledge of laws, ordinances and standards relative to the construction and inspection or repair of buildings, other structures, and civil works.
  • Knowledge of principles and practices of contract administration as related to engineering, design, and construction; principles and practices of effective management, supervision and training.
  • Knowledge of construction project management procedures and techniques.
  • Knowledge of construction material and supply specifications and standards.
  • Knowledge of public relations and customer service practices and procedures.
  • Knowledge of computer applications related to the work, including word processing, database, and spreadsheet applications (i.e. Word, Excel, PowerPoint), including software relating to construction scheduling and management.
  • Knowledge of City policies and procedures.
  • General knowledge of fire codes.
  • Knowledge of pertinent local, State and Federal rules, regulations and laws including storm water regulations, and mitigation requirements for hazardous materials including asbestos and the handling of potentially dangerous materials.

  • Ability to assist in establishing and monitoring the construction budget, prepare and administer program budgets.
  • Ability to communicate clearly and concisely both orally and in writing; prepare clear, concise and competent reports, correspondence and other written materials and make clear oral presentations.
  • Ability to establish and maintain effective working relationships with those contacted in the course of work.
  • Ability to interpret ambiguities between the plans and specifications that may arise while in the field.
  • Ability to analyze problems, identify alternative solutions, project consequences of proposed actions and implement recommendations in support of goals.
  • Ability to prepare and verify estimates of construction costs.

  • Ability to determine the status of construction work and verify adherence to contractual obligations.

  • Ability to contact owners, contractors, and the general public, and effectively establish and maintain good working relationships.
  • Ability to work effectively in a fast paced environment, be decisive and work under pressure particularly when faced with unexpected occurrences and delays.

Nice To Haves

  • A California General Contractor's License is desirable.
  • Certification by the Project Management Institute is helpful (but not required) to demonstrate possession of the range of knowledge of project management techniques and methods being sought.

Responsibilities

  • Manage contract work for the construction and renovation of City buildings, parks, roads, and utilities, ensuring projects stay on schedule, within budget, and clear of construction claims.
  • Oversee RFIs, change orders, product submittmits, and progress payments.
  • Contribute expertise to CIP budget recommendations.
  • Mediate construction standard differences between inspectors and contractors, negotiate disputes, and resolve citizen or developer complaints with transparency and professionalism.
  • Act as the primary point of contact for utility companies, outside agencies, and city departments to keep all stakeholders aligned and informed.
  • Coordinate pre-construction, construction progress, and final closeout meetings.
  • Provide support to technical staff and contractors related to code and ordinance enforcement and construction projects.
  • Provide narrative and written technical reports related to preliminary construction site inspections, quality control, and the review and authorization of franchise utility permits.
  • Respond to and resolve contractor, developer and citizen complaints, concerns and questions related to capital improvement construction projects.
  • Mediate construction standard differences between Inspectors, Contractors and Developers as needed.
  • Maintain, develop and protect assigned City resources and facilities.
  • Coordinate, schedule, assign, monitor work of contractors in the performance of various construction projects to include, but not limited to, facilities, utilities, parking lots, paving, road widenings, sidewalks and curbing work.
  • Review blueprints, plans, specifications, and contracts.
  • Estimate costs and identify problem areas.
  • Review, prepare and recommend approval of progress payments to contractors.
  • Monitor ongoing and completed construction work to ensure compliance with approved plans and specifications, City ordinances and department regulations.
  • Communicate with residents and business owners to provide advance notice of scheduled construction work, and respond to questions and concerns.
  • Manage and supervise contract work involved with the construction and renovation of City buildings, facilities and parks.
  • Manage and administer capital project contracts; ensure projects are completed on schedule and within budget, while avoiding construction claims.
  • Manage and prioritize workload to ensure completion within established time schedule.
  • Oversee and track all request for information (RFIs), change orders, product submittmittals, and all correspondence related to each project.
  • Attend and coordinate weekly meetings with project team to verify the project schedules and review change orders.
  • Coordinate work with contractors, utility companies and City departments.
  • Participate in the preparation of the Capital Improvement Project budget.
  • Prepare cost estimates for budget recommendations.
  • Monitor and control expenditures.
  • Answer questions and provide information to the public.
  • Investigate complaints and recommend corrective action as necessary to resolve complaints.
  • Assist in preparation of bid specifications and contracts.
  • Negotiate and resolve construction disputes; assist and participate in construction claim defenses.
  • Assist in the selection and negotiation for consultant services.
  • Assist in evaluation and negotiation of capital project change orders and draft change orders.
  • Coordinate with City departments to ensure that all plans and specifications are in compliance with all Federal, State and local regulations and guidelines.
  • Coordinate with outside utility companies to ensure all plans and specifications are in compliance with their requirements.
  • Determine methods and procedures and provide appropriate recommendations for completion of more difficult phases of the work.
  • Direct the execution of all necessary permits and licenses.
  • Meet with citizen groups, the legislative body, and with the general public to explain projects and programs.
