Salary Range: $ 118,400.00 - $187,000.00 (SE-III) What your job will be like:Responsible for the oversight, from inception to completion, of conventional facilities capital projects. Develop the project scope, budget, schedule, and design, ensuring that safety is built into the design, for construction and constructability, maintenance, and end of building/component life. Assist in the (sub) contractor selection process, and providing feedback at all stages on contractor performance, ensuring that necessary change orders are properly implemented and complied with. Responsible for oversight of project planning, design, construction implementation and startup coordination.

Requirements

  • 10 or more years Responsible professional experience managing complex design and construction projects.
  • Construction or building maintenance project management experience relates to overall control of a projects budget, scope and schedule.
  • Bachelor's Degree Engineering, Architecture, Construction Management or Related Field
  • Strong construction capital and maintenance knowledge for scientific laboratory facilities and campus site utilities.
  • Strong project leadership, supervisory, and analytical skills: ability to identify and resolve complex problems; make recommendations to management; and conduct risk analysis and to make timely, risk informed decisions.
  • Team building skills, including the ability to work effectively with peers, other organizations, project sponsors and stakeholders and suppliers.
  • Knowledge of work breakdown structure (WBS), sequencing, resource loading and other cost/schedule controls.
  • Strong presentation skills to provide adequate levels of transparency to all members of the project team and stakeholders.
  • Excellent Computer skills (PC/Mac). Proficient knowledge of the Microsoft Office suite including: Word, PowerPoint, Excel using advanced excel functions, Bluebeam and AutoCAD.
  • Excellent verbal/written communications, time management, interpersonal and organizational skills and explain work to their supervisor and others in the group.
  • Ability to direct/coordinate work among teams, groups with the ability to work collaboratively with individuals at all levels in the organization in a team environment.
  • Ability to assess approaches, methods and procedures, training, etc. to develop and/or creating new or more effective way to manage and run construction and maintenance projects.
  • Strong organizational skills, with ability to execute multiple parallel projects.
  • In depth knowledge of construction and industrial safety practices.
  • Demonstrated competency in the areas of estimating, scheduling, budgeting/cost control, field supervision, financial reporting, client relationship, interpersonal skills, computer skills, safety/insurance, ability to communicate both written and oral

Nice To Haves

  • Experience with DOE project management system requirements and practices.
  • Experience in managing projects using an Earned Valued Management System (EVMS).
  • Experience with Primavera scheduling software, or equivalent.
  • Education above the minimum may be substituted for experience.

Responsibilities

  • Instruct, monitor, and provide feedback on all in-house and contract labor involved in the project.
  • Provide professional construction and renovation project management services to multiple projects, ranging in complexity.
  • Work with the FM&L Planning and Engineering departments, along with other lab stakeholders to define project objectives, requirements, key performance parameters, budget and staff and contractor resources that will be necessary.
  • Manage assigned projects: track & report project cost estimation, cost updates, project changes, and contingency draw-down as appropriate, utilizing change control methods to minimize project cost and schedule overrun(s).
  • Work collaboratively with, and lead JLab stakeholders and subject matter experts, to identify project safety issues, and environmental impacts; control and where possible mitigate such issues throughout the project, and building life cycle.
  • Provide project direction, oversight, and feedback to assigned project staff and to lab leadership.
  • Oversee and manage transfer to operations and project closeout, ensuring end user/operations has all the information to maintain and operated the completed project and all close out documents and records.
  • Identify conflicts and other project risks, and utilize tools to develop solutions, presenting options to the Project Director and senior management when decisions are needed.
  • Prepare, issue, and when necessary, present, timely and accurate project reports and communicates project performance to JLab and DOE stakeholders.
  • Oversee and manage all aspects of project execution including safety, risk, scope, cost, and schedule and change control to achieve project requirements, including DOE Notable Outcomes, milestones, performance & technical requirements, & KPP's.
  • Work with all technical groups to ensure alignment of schedules, logistics, and budget for the successful technical startup of the completed project.
  • Ensure appropriate, quality products are achieved and cost, schedule and all code, performance, safety and environmental objectives are met.
  • Identify adverse trends and project issues and implements timely and effective recovery plan(s).
  • Provides functional and operational direction to reporting support, and/or clerical employees, and junior engineering staff if assigned, acting as a mentor to junior colleagues as appropriate.
  • Monitor the performance of contractors and identifies opportunities to improve quality and lower cost.
  • Provides technical direction to internal FM&L staff and external subcontractors.
  • Responsible for project budget and resource estimates, utilizing in-house and contracted resources as needed.
