About The Position

The Electronic Health Record Modernization (EHRM) infrastructure upgrades project at the Clement J. Zablocki VA Medical Center in Milwaukee, WI requires a dedicated Construction Administrator/Project Management Assistant (CA/PMA). This role is crucial for providing on-site professional and technical consultative assistance throughout the project's duration, supporting operations, renovation, and new construction programs related to EHRM. The CA/PMA will work closely with the Contracting Officer and Contracting Officer’s Representative (COR) to manage various aspects of the project, including project management, engineering, planning, scheduling, design reviews, code compliance, testing, record keeping, quality control, quality assurance, cost control, and general oversight of the EHRM design and construction phases.

Requirements

  • Bachelors degree in Construction Management or a similar technical degree, OR evidence of work experience or knowledge to compensate for the absence of higher education.
  • A minimum of six (6) years of construction work experience may be substituted for a degree and shall be reviewed for acceptability.
  • Experience in healthcare and information technology (IT) projects/facilities is critical.
  • Working knowledge of construction practices.
  • Ability to implement project plans including Quality Assurance, Safety, Time, Cost, Change, and Information Management.
  • Familiarity with the site operations of a General Contractor (with subordinate sub-contractors) and the process of managing a building construction operation.
  • Experience in monitoring construction for Quality Assurance.
  • Experience in preparing, analyzing, and identifying incongruities and deficiencies in the Contractor’s work in relationship with the construction documents.
  • Understanding of the baseline schedule and ability to assist in determining the value of acceptable work in place.
  • Credentials must identify work experience on completed projects to show relevant competence.
  • Must present three projects of similar scale and difficulty where a similar position was held.
  • Ability to maintain daily progress reports and inspection reports.
  • Ability to lead the inspection and quality assurance team assigned to projects to ensure timely and effective project oversight.

Responsibilities

  • Coordinate pre-construction issues via Microsoft Teams conference calls with relevant parties (Contracting, GC, CPS Contractor, CxA, VAMC Milwaukee).
  • Assist the COR in reviewing the General Contractor's (GC) pre-construction submittals, including schedule, infection control plans, and phasing plans.
  • Assist the COR in reviewing the GC's material submittals and shop drawings.
  • Assist the COR in reviewing the GC's Requests for Information (RFIs).
  • Advise the COR and the Architect/Engineer (AE) on the availability of long-lead time items identified by the GC.
  • Monitor and review budgetary cost accounting, administer construction contract change orders, and maintain spreadsheets detailing project funds, allowances, obligations, payments, and balances.
  • Assist in documenting the administration of construction contract change orders, including preparing cost estimates, reviewing cost proposals, and preparing change order packages for the Contracting Officer.
  • Prepare and maintain daily diaries of project activities, noting events affecting construction.
  • Maintain a current project schedule, coordinate with the general contractor, and compare project progress against the Contractor (CM) schedule and the general contractor’s schedule.
  • Address all schedule slippages to the Resident Engineer and make recommendations for project adjustments.
  • Conduct or attend weekly or bi-weekly project meetings to review and monitor projects and schedules.
  • Review construction contractor payment requirements and assist in preparing necessary forms for VA payment processing.
  • Keep thorough records of occurrences, contracts, and other construction-related matters to assist the VA in conflict resolution.
  • Perform scheduling, conduct, and document regular progress meetings with all interested parties to review project status, discuss problems, and resolve issues.
  • Monitor the services of an independent testing agency/laboratory for project-specific quality control testing and inspection services (e.g., soils, concrete, steel, roofing, etc.).
  • Provide professional and technical expertise to support the 3rd party Commissioning Agent (CxA) for start-up, calibration, and certification of operating systems.
  • Assist the COR, CxA, and/or GC with commissioning activities, including start-up planning, forecasting duration and costs, organizing teams, testing components, conducting performance tests, obtaining O&M materials, and conducting/monitoring O&M training.
  • Report deficiencies identified during commissioning to the COR.
  • Maintain marked-up sets of project plans and specifications for future as-built drawings.
  • Perform routine inspections of construction as work proceeds, identifying non-conforming work and notifying the VA and general contractor for correction.
  • Compile lists of defects and omissions from thorough site inspections and provide them to the contractor for correction.
  • Assist in relocation efforts.
  • Coordinate owner-supplied equipment.
  • Manage Closeout Submittals.
  • Perform other services as required by the VA.
