About The Position

The Conservation Regional Manager serves as the primary liaison between the Georgia Soil and Water Conservation Commission (GSWCC) and local Conservation Districts. This role is responsible for overseeing regional office operations, managing staff, and ensuring compliance with state conservation programs. The ideal candidate will provide leadership to District Supervisors, oversee erosion and sediment control programs, and foster partnerships to support agricultural landowners. Requirements

  • Bachelor’s degree in Environmental Science, Conservation, Ecology, Natural Resource Management, or a related field
  • Minimum of 2-3 years of progressive experience in conservation
  • Ability to traverse uneven terrain outdoors in diverse, potentially harsh weather conditions.
  • Willingness to travel regionally and work occasional evenings or weekends for public meetings and events.
  • Possess and maintain a valid State Driver’s License.
  • Strong leadership skills with experience managing staff and budgets.
  • Knowledge of environmental conservation, erosion control laws, and agricultural practices.
  • Excellent communication skills for public speaking, training, and agency collaboration.
  • Ability to interpret and apply state policies, legislation, and open meeting laws.
  • Strong organizational skills to manage multiple district deadlines and program reviews.
  • High school diploma/GED and three (3) years of job-related experience; or one (1) year of experience required at the lower level Safety & Complnc Spec 2 (RCP011) or position equivalent.

Responsibilities

  • Provide direct supervision, set clear expectations, and establish deliverables for regional staff.
  • Monitor regional expenditures and forecast fiscal needs to maximize budget efficiency.
  • Participate in and promote regional conservation workshops.
  • Support large-scale educational outreach programs, such as NRCW or Envirothon, upon approval
  • Oversee the maintenance, safety, and scheduling of regional office vehicles
  • Align regional planning and operations with overarching departmental and organizational goals.
  • Serve as the official GSWCC liaison to regional Conservation Districts.
  • Coordinate GSWCC representation at all local district meetings.
  • Verify that district agendas, minutes, and announcements comply with open meeting laws and GSWCC policies.
  • Monitor Local Issuing Authority (LIA) attendance and reporting to ensure district requirements are met.
  • Keep districts informed of Commission deadlines, legislative updates, and relevant external events
  • Guide districts in developing quality Plans of Work and necessary operational materials.
  • Facilitate the processing of district allotment payments
  • Assist districts with program research and identifying new funding opportunities.
  • Conduct Memorandum of Agreement (MOA) and Overview processes for the Urban Department.
  • Provide operational support to the Watershed Dam Department as requested.
  • Manage supervisor per-diem processes, resignations, appointments, and elections.
  • Deliver targeted training to supervisors to promote strong, self-sufficient district leadership.
  • Represent GSWCC and local districts at educational workshops and outreach events.
  • Assist districts develop programs that meet local training needs.
  • Oversee the professional and timely resolution of complaints received by the regional office.
  • Manage the regional LIA development program in alignment with Conservation Department policies.
  • Direct and ensure the successful execution of the regional plan review program.
  • Collaborate with partner agencies, including NRCS, Extension, and GACD
  • Create and promote resource opportunities for local agricultural producers.
