About The Position

The Congressional Technical Writer Subject Matter Expert (CTW SME) supports the Office of the Secretary of War, Intelligence & Security, Human Intelligence & Sensitive Activities Division (OSW/I&S/H&SA). The CTW SME provides expert communications and writing support in the form of detailed quarterly reports to multiple Congressional Committees on Department of War sensitive activities, executive correspondence, and other critical documentation. Responsibilities include preparing quarterly reports to several congressional committees on Department of War activities on behalf of the Secretary of War, and preparing executive correspondence such as white papers, executive briefings, strategic communications, and extensive reports. This role requires knowledge of federal records management, document lifecycle management, and publication processes. The CTW SME must be able to communicate highly technical concepts, reports, and presentations to executive leadership and non-technical audiences. The role involves engaging with SMEs and appropriate staff across the Department of War (DoW), the Intelligence Community, and congressional staff to gather and synthesize information. Additionally, the CTW SME will use government-provided Generative AI tools daily to accelerate tasks, research, documentation, analysis, planning, reporting, and problem-solving.

Requirements

  • MA/MS degree (or a BA/BS plus an additional 8 years of work experience, 4 of which must be work related).
  • Minimum of fifteen (15) years of related work experience.
  • Minimum of ten (10) years of specific work related experience in support of a DoW or IC component.
  • Experience in technical writing, technical editing, policy writing, executive communications, and other government documentation.
  • Demonstrated experience developing correspondence and documentation for Department of War, Intelligence Community, or other federal organizations.
  • Demonstrated expert technical writing, editing, proofreading, and document quality assurance skills.
  • Excellent organizational skills with the ability to manage multiple high-priority assignments simultaneously within a cleared environment.
  • Ability to work independently, and the ability to work along-side a high op-tempo team.
  • Strong attention to detail and commitment to producing publication-quality deliverables.
  • TS/SCI clearance (additionally SAP Eligible).

Nice To Haves

  • Strong intelligence background working in the Defense Intelligence Enterprise on analytical products and written reports (highly desired).
  • Experience working in support of sensitive activities, the executive branch, and members of Congress (highly desired).
  • Experience supporting Senior Executive Service (SES), General Officers/Flag Officers (GO/FO), or Intelligence Community executives (highly desirable).
  • Experience producing executive correspondence at the Pentagon, the armed services, or another combat support agency (preferred).
  • Familiarity with DoW correspondence manual (preferred).
  • Knowledge and skilled at working with Generative AI and various analytical tools (desired).
  • Society for Technical Communication (STC) Certified Professional Technical Communicator (CPTC) (desired).
  • Certified Department of Defense All-Source Analysis (CDASA-II) (desired).
  • ODNI Intelligence Community Directive (ICD) 203 Analytic Standards Training (desired).
  • Project Management Professional (PMP) (desired).

Responsibilities

  • Formally track all tasks, to include assigned by, suspense, status, and comments on all assigned tasks through completion and be prepared to brief upon request.
  • Develop digital continuity folders and files that include standard operating procedures, workflows and POC lists to accomplish all tasks.
  • Create 2-3 products beyond the client’s requirements that positively impact the client to either increase efficiency, effectiveness, or innovation.
  • Establish foundation in AI/ML skills and contribute to AI/ML operationalization and modernization goals and objectives.
  • Master position tasks within 60 days and exceed requirements within 90 days.
  • Prepare quarterly reports to several congressional committees reporting on Department of War activities, on behalf of the Secretary of War.
  • Prepare executive correspondence, to include: white papers, executive briefings, strategic communications, extensive reports, with knowledge of federal records management, document lifecycle management, and publication processes.
  • Communicate highly technical concepts, reports, and presentations to executive leadership and non-technical audiences.
  • Engage with SMEs and appropriate staff across Department of War (DoW), the Intelligence Community, and congressional staff to gather and synthesize information.
  • Use government provided Generative AI tools on a day-to-day basis to accelerate tasks, research, documentation, analysis, planning, reporting, and problem solving.
