About The Position

Parsons is seeking a Configuration Management Project Engineer to lead organizational change initiatives and manage the day-to-day operations of the change management function. The role manages and executes change strategies for enterprise, departmental, technology, process, and organizational initiatives, partnering with government sponsors, business leaders, project teams, and technology functions to promote stakeholder engagement, organizational readiness, adoption, and sustained business outcomes. In addition to serving as a lead change management practitioner, this position provides functional leadership for teams across the program. This role is part of Parsons’ Federal Solutions team, which delivers resources to U.S. government customers and supports missions around the globe in areas including defense, security, intelligence, infrastructure, and environmental services. An active Top Secret security clearance is required.

Requirements

Active Top Secret security clearance.
Bachelor’s degree; additional years of experience may count in lieu of a degree.
8+ years of experience; additional education, training, and certifications may count toward total years of experience.
Experience in change management, organizational transformation, organizational development, project management, communications, training, or a related discipline.
Experience managing, supervising, or functionally leading employees, consultants, contractors, or project teams.
Demonstrated experience developing and executing change management strategies and plans.
Experience leading changes related to technology implementations, process improvements, operating model changes, organizational restructures, or business transformation.
Experience conducting change impact assessments, stakeholder analyses, readiness assessments, and adoption planning.
Demonstrated experience coaching executives, sponsors, managers, and employees through significant change.

Nice To Haves

Experience leading a change management team, center of excellence, or enterprise change capability.
Experience working in Agile delivery environments.
Experience with workforce transition, organizational design, operating model transformation, or post-implementation sustainment.
Master’s degree in business administration, organizational development, human resources, or a related field.

Responsibilities

Execute and manage change management plans, roadmaps, milestones, deliverables, and success measures.
Perform physical audits against configuration management-controlled artifacts.
Manage configuration management data repositories using Jira Asset and Sunbird DCIM.
Facilitate, manage, and track action items for configuration management review boards.
Integrate change management activities into overall program and project plans.
Align change initiatives with organizational priorities, business objectives, and measurable outcomes.
Report change progress, risks, issues, dependencies, and outcomes to program and executive leadership.
Conduct one-on-one meetings, performance discussions, career planning, and formal reviews.
Provide mentoring, coaching, feedback, and subject-matter guidance to build team capability.
Identify professional development, training, certification, and succession-planning opportunities.
Establish and maintain change management standards, templates, tools, processes, and governance routines.
Define functional performance metrics, dashboards, reporting requirements, and operational reviews.
Lead lessons-learned reviews and apply findings to improve future initiatives.
Ensure change management practices comply with program governance and applicable requirements.
