About The Position

The Configuration Management Analyst will work closely with the PMA-251 CM Manager, adhering to Data Management policies, CDRLs, Statements of Work (SOWs), and all reports, correspondence, and documentation associated with PMA-251 programs. This individual will be responsible for ensuring that programmatic data is maintained and accessible throughout program life cycle and in accordance with data retention periods utilizing the NAVAIR AMS Tool. The Senior Configuration Management Analyst shall assist and advise in applying Data Management disciplines within their area of responsibility.

Requirements

  • Bachelor’s degree in business, management, data science, or related field.
  • Minimum of 10 years of experience in data management, program analysis, program management, or related roles, preferably supporting NAWCAD Lakehurst, Navy or DoD programs; or 8 year of experience if the candidate holds a Master’s degree in a related field.
  • Strong proficiency in Microsoft Office, especially Excel (pivot tables, formulas, VLOOKUP) and PowerPoint
  • Working knowledge of CDRLs, data management policies, government acquisition and financial regulations (e.g., FAR, DFARS).
  • Strong written and verbal communication skills, including experience briefing senior leadership.
  • Ability to manage multiple priorities, analyze complex data, and work independently.
  • U.S. citizenship required.
  • Ability to obtain and maintain a DoD Secret security clearance.

Responsibilities

  • Act as the program focal point for all DM policies and procedures.
  • In the planning process of an acquisition, for each phase of the life cycle, the Data Manager shall, at the earliest practical date, issue a data call for the submission of data requirements by all program participants.
  • Data shall be purchased in the Contractor’s format when it has been determined the Contractor’s format will be adequate for the intended use.
  • Defense Federal Acquisition Regulations (DFARS) subpart 204.71 prescribes procedures for establishing all items of supplies and services set forth in contracts and related documents. This subpart shall be followed in the establishment of lines and sublines for data.
  • Prepare, draft, and update the program Data Management Policy (DMP).
  • Verify data requirements to support program objectives.
  • Conduct program data calls.
  • Review the data requirements in PIDs, Requests for Proposal (RFPs), solicitations, and contracts.
  • Ensure all contractual data requirements have been met.
  • Ensure required data is visible, accessible, understandable, linked, trustworthy, interoperable, and secure
  • Make training available to team members, contractor personnel, and subcontractor personnel on data management policies, procedures, and compliance requirements.
  • Periodically review data deliverables and report results to PMA-251 Leadership.
  • Maintain records of DID usage to develop a list of DIDs applicable to each acquisition.
  • Route One-Time DIDs for approval through NAVAIR Leadership.
  • Sending out the Disposition Letter to the Signature Authority.
  • Serves as the Secretariat of the DRRB.
