COMSEC Database Engineer

SAIC•Springfield, VA

About The Position

SAIC is hiring a COMSEC Database Management Engineer in Springfield, Virginia, to operate the current COMSEC Material Control System (CMCS) and design, build, and deploy its replacement. CMCS is the authoritative record of cryptographic material, including its existence, custody, movement, and destruction. The role combines production operations with modernization, requiring the engineer to understand and preserve the legacy record during migration while building the next-generation system. The engineer will maintain the production database and application, including availability, backup and recovery, performance, patching, and releases. They will make data architecture decisions for the replacement system, build integrations and database services, and establish migration reconciliation to demonstrate that records and transaction history are carried forward accurately. The position also provides Tier II and Tier III application support. The role offers a defined development path toward Senior Database Engineer, CMCS Solution Architect, and engineering leadership.

Requirements

  • Bachelor’s degree in a technical discipline and 9 years of experience, or a master’s degree and 7 years of experience; 4 additional years of relevant experience may substitute for the degree.
  • At least 5 years of database engineering or development experience.
  • Proven relational data modeling for transactional systems of record, including normalization, referential integrity, constraint design, and audit trail architecture.
  • Production DBA experience with an enterprise platform such as Oracle, SQL Server, or PostgreSQL, including backup and recovery, performance tuning, index and query optimization, and high availability.
  • Advanced SQL and stored procedure development, plus experience with one general-purpose language for data services and automation.
  • Experience building system-to-system interfaces using APIs, messaging, or ETL, including error handling and reconciliation.
  • Hands-on legacy data migration experience, including profiling, transformation design, and demonstrating migration completeness and accuracy.
  • Working knowledge of federal database security requirements, including access control, encryption, audit logging, and evidence required for Assessment and Authorization.
  • U.S. citizenship.
  • Active Top Secret clearance with SCI eligibility.

Nice To Haves

  • Experience with CMCS, KMI, or another cryptographic accountability system.
  • Experience building systems that produce defensible audit evidence under external inspection, such as property, custody, controlled-substance, or financial-accountability systems.
  • Experience with multi-level or compartmented data architectures that enforce classification or need-to-know in the data tier.
  • Experience building near-real-time dashboards and reports against a transactional system without degrading transaction performance.
  • Familiarity with COMSEC accountability concepts, including CCI handling, hand receipts, SF-153 transfers, inventory reconciliation, and destruction reporting.
  • Agile delivery experience with JIRA and CI pipelines in a federally accredited environment; familiarity with ServiceNow ITSM and CMDB.

Responsibilities

  • Operate the current CMCS database and application in production, maintaining availability, backup and recovery, performance, patching, and release deployment.
  • Design the next-generation CMCS data model for inventory, accounts, custodian and hand receipt chains, chain-of-custody history, destruction records, and access authorizations.
  • Build a tiered architecture that separates data by classification and audience, enforcing access at the database row level.
  • Implement an append-only audit architecture that records actor, timestamp, and source for each accountability event, with corrections entered as new records rather than overwriting existing ones.
  • Develop database services and APIs using version control, peer review, versioned schema migrations, and a CI pipeline.
  • Integrate CMCS with systems that generate COMSEC events, including Key Management Infrastructure and federal access management systems used for personnel onboarding and offboarding.
  • Profile legacy data, design transformation rules, and verify record counts, balances, and transaction-history parity through automated reconciliation before cutover.
  • Provide Tier II and Tier III application support, resolving data errors, failed transactions, and reported discrepancies.
