About The Position

HRA is working with a number of Program Areas to ensure that homes are found for potential homeless clients. For HASA Housing and Homeless Services, the system will accommodate the mobile based inspection application for the emergency housing facilities. HRA currently has no available in-house staff with the skills necessary to develop both the Browser-based modules and the connection to the mobile system. The development of this system will make the system accessible to a wide population including landlords and clients searching for adequate housing. HASA requires systems which track agreements with landlords, register vacant apartments, match potential clients and families with vacant apartments, track apartment inspections, utilizations and assist in reimbursement from NY State whenever applicable. HRA is currently working on a number of systems which will assist in preventing homelessness in addition to assisting in matching appropriate apartments to the clients in question. The system will accommodate the imaging of pertinent documents to HRA Imaging Repository as well as compliance with Local Law 73 to ensure Multilanguage capability.

Requirements

  • A minimum of 4 years of experience with the following skill sets:
  • Computer system analysis & documentation and preparing user requirement document and system specification.
  • Writing SQL to conduct statistical analysis on database systems and design operational / performance reports.
  • Creating tutorials for computer applications and conducting user training.
  • Managing day-to-day end user communication to ensure smooth and productive working relationship.
  • Designing SQL Server 2008 databases, stored procedures and integration services.
  • Designing Data transformation from one source to others using various tools.

Responsibilities

  • Develop system design specifications
  • Perform analysis on existing systems and design and documents improvements and alternative solutions.
  • Gathering user requirements and preparing user requirement document and system specification
  • Perform statistical analysis on existing system data and design operational and performance reports.
  • Work with MIS staff (e.g., managers, senior programmers, support staff, project manager) to plan program implementation, enhancements and changes
  • User Training and support
  • Resolve system issues for the users.
  • Coordinate and follow-up with other MIS team members when necessary.
  • Prepare tutorials for new and existing applications and conduct user training.
  • Organize and conduct periodic group meetings.
  • Prepare meeting minutes and suggest short term and long-term solutions and programming goals.
  • System Maintenance
  • Maintain system security including adding and updating users
  • Maintain systems and sensitive data such as vendor and contract information.
  • Occasionally contact customers as may be needed to clarify the intent of a new feature or resolve a problem.
  • Provide assistance to MIS technical support staff when they are unable to resolve a program, database, or IT issue by themselves
  • Provide general programming assistance to other MIS programmers/projects as may be needed
  • Perform Testing/Evaluation
  • Tests programs and systems and integrates system modules.
  • Develops, implements, and monitors information technology quality assurance standards.
  • Prepare, review, and coordinate the implementation of data extracts and lookups from the Data Warehouse. Prime examples of this are Managed care clients and eligibility and payment information extracted from SDX.
