The Computer Software Specialist 3 will apply advanced-level business and information technology system practices and/or project management methodology to analyze information requirements, determine hardware/software solutions, and develop project plans. This role involves implementing, developing, or maintaining enterprise information systems to meet project deliverables. Responsibilities also include assessing, planning, designing, developing, configuring, executing, installing, maintaining, or modifying various enterprise systems, web applications, client server applications, mainframe, network, and personal computer operating systems, relational database management systems, utilities, and related software. The specialist will analyze, monitor, and troubleshoot system performance, recommend modifications or new system developments, and create specifications for problem resolution. They will coordinate new information system developments, investigate requests for system studies, confer with personnel to determine information requirements, and translate user needs into cost-effective solutions. The position requires providing technical guidance, staying updated on IT changes, representing MLGW with vendors for hardware/software, and assisting in developing and maintaining computer standards and procedures. Key technologies and areas of expertise include ETL tools, Data Warehouse system administration/support, data modeling, data extraction, data warehouse concepts, Oracle Business Intelligence Application (OBIA), Oracle Data Integrator (ODI), Weblogic, Enterprise Manager, PowerBI, Oracle Data Visualization, and Oracle EBS/OBIA subject areas such as Finance, Human Resource, Supply Chain, Projects, Payroll, Enterprise Asset Management, and Procurement. The role also involves operating a Division’s vehicle and computer hardware/software equipment.

Requirements

  • Bachelor's degree in Computer Science, Engineering, Information Systems or Business with a concentration in Information Systems or Math with a concentration in Computer Science.
  • OR Bachelor's degree with a minimum of 12 hours college accredited Information Technology or Information Systems courses plus four (4) years of Division experience in database, computer hardware/software, mainframe, networking, programming, or system analysis skills depending on departmental need.
  • Must meet proficiency requirements.
  • Must have a 3 rating for two (2) consecutive years as a Computer Software Specialist 2 or a 4 rating in last year as a Computer Software Specialist 2 (for internal candidates).
  • At least six (6) years of equivalent experience and meet proficiency requirements (for external candidates).
  • At least one (1) year of demonstrated experience as the primary support person for a particular system or application.
  • Demonstrated knowledge and skills in one (1) or more of the following fields: ETL tools, Data Warehouse system administration/support, data modeling, data extraction, data warehouse concepts, Oracle Business Intelligence Application (OBIA), Oracle Data Integrator (ODI), Weblogic, Enterprise Manager, PowerBI, Oracle Data Visualization; Oracle EBS/OBIA subject areas: Oracle EBS Finance, Human Resource, Supply Chain, Projects, Payroll, Enterprise Asset Management and Procurement.
  • Must have a valid driver's license from state of residence.

Responsibilities

  • Apply advanced-level business and information technology system practices and/ or project management methodology in analyzing information requirements to determine hardware/ software solutions.

  • Recommend modification of existing/ purchased systems or development of new systems to meet information requirements.
  • Develop specifications for problem resolution.
  • Monitor, control, and coordinate new information system developments to ensure maximum utilization and efficiency of software capability and inclusion in long-range strategic planning.
  • Facilitate the investigation of requests for information system studies to determine their merit and recommend acceptance, rejection, or an alternative solution.
  • Confer with technical, professional, and managerial personnel to obtain data and determine information requirements.
  • Translate user needs into cost effective solutions.
  • Provide technical guidance and assistance concerning software applications and system developments and operations.
  • Keep abreast of changes within the Information Technology area.
  • Serve as MLGW's representative while working with vendors on hardware/ software purchases, implementations, and problem solutions.
  • Assist in the development and maintenance of MLGW computer standards and procedures.
  • Operate Division’s vehicle and computer hardware/ software equipment.
  • Perform other duties as directed.
