About The Position

ECS Federal is seeking a highly experienced Computer and Information Systems Manager - Subject Matter Expert (SME) to support the Defense Health Agency's Army Medical Department (AMMED) mission. The ideal candidate will provide strategic leadership and technical expertise in planning, directing, and coordinating enterprise-level IT activities including electronic data processing, information systems, systems analysis, and computer programming initiatives.

Requirements

• 15 years of experience
• Master's Degree in relevant Field
• Experience supporting Department of Defense (DoD)

Responsibilities

• Lead and coordinate activities across electronic data processing, information systems architecture, systems analysis, and software development programs
• Develop and implement IT policies, procedures, and standards aligned with DHA and DoD requirements
• Direct multiple concurrent IT initiatives, ensuring alignment with organizational objectives and mission requirements
• Oversee the analysis, design, and implementation of complex information systems supporting healthcare operations
• Collaborate with government leadership, program managers, and technical teams to drive IT modernization efforts
• Plan and allocate technical resources, budgets, and personnel to meet program milestones
• Identify, assess, and mitigate IT-related risks across the enterprise
• Ensure adherence to federal cybersecurity frameworks, HIPAA, and DoD security requirements
