About The Position

The Compliance Officer is responsible for developing, implementing, monitoring, and maintaining compliance programs for Diamond Mountain Casino & Hotel in accordance with applicable tribal, federal, state, and gaming regulatory requirements. This position ensures the casino operates ethically and legally while minimizing regulatory risk and supporting operational integrity. The Compliance Officer works closely with casino management, the Susanville Indian Rancheria Gaming Commission, department leaders, and external regulatory agencies to ensure compliance with the Indian Gaming Regulatory Act (IGRA), National Indian Gaming Commission (NIGC) Minimum Internal Control Standards (MICS), Tribal Internal Control Standards (TICS), anti-money laundering regulations, and all applicable California compact requirements.

Requirements

  • Must be age 21.
  • High School Diploma
  • Minimum 3–5 years of compliance, audit, regulatory, gaming, or casino operations experience.
  • Tribal gaming or California casino experience strongly preferred.
  • Experience with Title 31/BSA compliance preferred.
  • Knowledge of tribal gaming regulations and casino internal controls.
  • Understanding of NIGC MICS and California Tribal-State Compact requirements.
  • Strong analytical, organizational, and investigative skills.
  • Ability to interpret laws, regulations, policies, and audit findings.
  • Excellent written and verbal communication skills.
  • Ability to maintain confidentiality and exercise sound judgment.
  • Proficiency in Microsoft Office and compliance reporting systems.
  • Must be able to obtain and maintain a Tribal Gaming License.

Nice To Haves

  • Bachelor’s degree in Business Administration, Accounting, Criminal Justice, Finance, Law, Public Administration, or related field preferred.
  • Equivalent combination of education and experience may be considered.
  • CAMS (Certified Anti-Money Laundering Specialist), CFE (Certified Fraud Examiner), CPA, or gaming compliance certifications preferred.

Responsibilities

  • Monitor compliance with tribal gaming ordinances, internal controls, California Tribal-State Compact requirements, federal regulations, and casino policies.
  • Ensure compliance with: Indian Gaming Regulatory Act (IGRA), National Indian Gaming Commission (NIGC) regulations, Minimum Internal Control Standards (MICS), Tribal Internal Control Standards (TICS), Bank Secrecy Act (BSA), Anti-Money Laundering (AML) regulations, Title 31 requirements, OSHA, employment, and privacy regulations as applicable.
  • Maintain current knowledge of changes in gaming laws, regulations, and industry standards.
  • Conduct operational compliance reviews and internal audits.
  • Monitor gaming operations, cage operations, count procedures, and financial controls.
  • Identify compliance risks and recommend corrective actions.
  • Track corrective action plans and ensure timely resolution of deficiencies.
  • Prepare audit findings and compliance reports for executive management, Tribal Business Council, Gaming Commission, and regulatory agencies.
  • Develop, revise, and maintain compliance procedures.
  • Assist departments in implementing compliant operational practices.
  • Ensure internal controls are documented, updated, and effectively communicated.
  • Conduct compliance training for casino team members and management.
  • Provide guidance regarding regulatory requirements and ethical standards.
  • Promote a culture of compliance and accountability throughout the organization.
  • Assist with regulatory investigations, audits, and inspections.
  • Prepare and submit required regulatory reports accurately and timely.
  • Maintain records related to audits, compliance reviews, suspicious activity reporting, and investigations.
  • Ensure proper retention of compliance documentation.
  • Serve as liaison between casino operations and regulatory agencies.
  • Work collaboratively with Finance, Surveillance, Security, Human Resources, Cage Operations, IT, and Tribal Gaming Commission staff.
  • Participate in compliance committees and risk management initiatives.
  • Perform other duties as assigned.
