About The Position

The Compliance Manager is responsible for ensuring that all assigned properties operate in full compliance with applicable federal, state, and local affordable housing program requirements. This role provides comprehensive compliance support across multiple housing programs, including but not limited to Section 8 Housing Choice Vouchers, Family Self-Sufficiency, Moderate Rehabilitation, HOME, Rural Development, Low-Income Housing Tax Credit (LIHTC), and other programs owned or managed by the Housing Authority. The Compliance Manager maintains an accurate caseload of program participants in accordance with HUD regulations, other governing program requirements, and Housing Authority and MMS Group policies and procedures.

Requirements

  • Three years experience with Low-income, senior or housing related programs
  • Knowledge of rental assistance and affordable housing programs
  • Ability to learn and follow regulations, policies and procedures of the HUD and LIHTC programs.
  • Ability to maintain confidentiality of tenants and landlords.
  • Ability to work harmoniously with other employees.
  • Ability to work with diverse ethnic and low income families in a professional manner.
  • The ability to read and understand technical documentation such as federal housing regulation and associated policies and procedures
  • High School Diploma is required
  • Certified COS. TCM. MORS, BOS, CMH, AHM, or related is required.

  • OneSite property management software experience preferred
  • College degree is a plus but is not required
  • Any satisfactory combination of education, training or experience that provides the required knowledge, skills and abilities

Responsibilities

  • Process application and determine eligibility for the affordable program offered at the property. Verify income, assets, medical or unusual expenses and assisted dwelling information. Enter data in OneSite to generate rent, utility allowance and escrow calculations.

  • Conduct annual, interim, and gross rent certifications in a timely and accurate manner.
  • Assist residents in completing and signing all required documentation related to move-ins, annual recertifications, and interim changes, ensuring program requirements are clearly explained and understood.
  • Process move-out certifications and any other required certification types not otherwise specified.
  • Support Property Managers during high-volume certification periods or at sites with universal certifications.
  • Process Special Claims in accordance with program guidelines
  • Run EIV reports monthly
  • Ensure full compliance with MMS Group’s EIV policies and procedures.
  • Monitor repayment agreements and ensure proper documentation is maintained.
  • Maintain a complete and current EIV file (EIV book) containing all required documentation.
  • Review all resident files prior to annual auditor submissions.
  • Participate in and support all ownership, investor, governmental agency, and third-party reviews.
  • Collaborate with Property Managers to ensure sites are fully prepared for reviews and inspections.
  • Prepare and submit written responses to findings from agency, ownership, and auditor reviews.
  • Utilize OneSite to monitor rent accuracy and ensure proper generation of state agency reports.
  • Ensure OneSite records are current and accurately reflect resident activity, vouchers, repayment agreements, and special claims.
  • Ensure that AFHMP and TSP are prepared for each site and current copy is displayed in the office. The CM will also ensure that a current Rent Schedule is displayed at each site and Onsite has been updated with the most current rents.
  • Ensure current Rent Schedules are posted at the site and accurately updated in OneSite.
  • Provide a monthly report that will detail the overall performance of each property with regards to compliance. The report will at a minimum provide details on certifications, site visit, training needs, inspections, audits, and compliance documents, plans, forms.etc.
  • Provide occupancy report, which will include the status of all vacant units (Including NTV units).
