Compliance Manager The Compliance Manager will be responsible for leading the compliance discipline across Novacore, while reporting to and supporting the General Counsel. This role combines enterprise compliance program leadership with direct operational ownership of Novacore’s surplus lines compliance program and insurance licensing oversight — making it the central compliance execution role for the department. The ideal candidate will be a credible and trusted resource across underwriting, operations, claims, and product — offering regulatory guidance, ensuring multi-state compliance obligations are met, and managing the full lifecycle of surplus lines tax filings and producer licensing for Novacore and its affiliated entities. This role will partner with the General Counsel and Segment Leadership to bring consistency in the execution of and reporting for all core compliance functions. Someone who possesses deep expertise in surplus lines and insurance licensing, proven ability to build and execute compliance programs, experience supervising staff, and strong judgment in a multi-jurisdictional regulatory environment will excel in this role. This position can be located at the Conshohocken, PA Home Office, or Plano, TX Office, following a hybrid schedule.

Requirements

  • Bachelor’s Degree required.
  • 5–7 years of relevant experience in the Property and Casualty insurance industry, including experience with both admitted and non-admitted carriers.
  • 4+ years of experience in compliance or risk management, with demonstrated expertise in surplus lines compliance.
  • Direct, hands-on experience managing surplus lines filings, tax payments, and stamping across multiple states.
  • Working knowledge of multi-state insurance licensing frameworks, including producer and business entity licensing requirements.
  • Familiarity with insurance regulatory systems, including NIPR, Sircon, AgentSync, and state DOI portals.
  • Prior experience creating, implementing, and managing compliance programs across multiple jurisdictions or business locations.
  • Experience supervising or managing staff in a compliance or regulatory function.
  • Strong written and verbal communication skills with the ability to present complex regulatory information clearly and concisely to stakeholders at all levels.
  • Proven project and audit management experience, with the ability to lead multiple workstreams, prioritize tasks, and meet deadlines.
  • Strong critical thinking skills with the ability to analyze complex regulatory data and propose effective compliance solutions.
  • Elevated level of accuracy and attention to detail, ensuring compliance documentation and filings are thorough and complete.
  • Proficiency in compliance management tools and reporting software; familiarity with insurance agency management systems preferred.
  • Highly organized with a proactive approach, capable of working independently and managing multiple priorities in a fast-paced environment.

Responsibilities

  • Provide guidance on state-specific regulatory requirements to support business strategy and product development.
  • Administer and manage third-party audits, ensuring compliance with regulatory and internal requirements.
  • Conduct proactive regulatory audits to assess internal processes, identify potential gaps, and recommend corrective actions.
  • Stay current on legislative and regulatory changes; ensure all modifications are appropriately incorporated into internal processes, products, and systems.
  • Prioritize and oversee defect corrections, ensuring timely resolution of compliance issues and effective implementation of remediation action plans.
  • Act as a “Compliance Partner”: ensure compliance best practices are incorporated into key procedures with consistency in execution and reporting across underwriting, product, and claims.
  • Support the development and implementation of Novacore’s risk compliance frameworks, ensuring alignment with applicable law, regulations, and industry standards through traceability and mapping documents.
  • Evaluate, enhance, and execute Novacore’s compliance risk management program, including monitoring and testing activities; provide insights on mitigation approaches.
  • Prepare and present quarterly compliance status updates to the Compliance Committee; communicate findings through both quantitative and qualitative methods.
  • Own and manage Novacore’s surplus lines compliance program across all applicable states, including filings, tax payments, stamping, and reporting obligations.
  • Generate and review periodic insurance company payables reports; ensure surplus lines taxes and fees are billed correctly in agency management systems.
  • Reconcile and correct discrepancies between reports and supporting policy documentation received from production staff.
  • Coordinate and process payments to state agencies and Surplus Lines Associations in accordance with applicable monthly, quarterly, semi-annual, and annual deadlines.
  • Monitor surplus lines eligibility and producer authority requirements across jurisdictions; liaise with third-party surplus lines compliance vendors.
  • Maintain detailed records of all surplus lines filings, payments, and compliance activity.
  • Supervise the Licensing Coordinator, providing day-to-day oversight, guidance, and performance management.
  • Serve as the escalation point for complex licensing questions, DOI correspondence, and multi-jurisdiction licensing issues.
  • Monitor and triage incoming legal and regulatory notices from state Departments of Insurance and other regulatory bodies; assess applicability and distribute to appropriate stakeholders.
  • Oversee licensing data integrity across AgentSync, NIPR, Sircon, and state DOI portals.
  • Support compliance-related diligence materials, disclosure schedules, and regulatory questionnaires in connection with M&A transactions and new program launches.
