About The Position

The Compliance Manager – HIL is a subject matter expert who ensures that home improvement loan application, origination, funding, and servicing operations and processes comply with applicable federal and state laws and regulations, program guidelines, and internal policies. This role involves managing compliance programs, conducting and assisting with risk assessments, conducting and assisting with audits, monitoring and testing, and advising management on regulatory changes and potential risks. This role also assists the VP Compliance – HIL with the management of the compliance oversight function of our subcontractors, subservicers, technology providers, and service providers to the business. All position-related workflows; standard operating procedures and processes will be properly managed by the Compliance Manager – HIL. This role will also support the Vendor Management platform to ensure that the subcontractor vendors are being properly assessed, monitored, and managed to their respective statements of work, service levels, regulatory standards, and contractual obligations. The scope of the role will include working closely with the business as well as other departments on the ability to provide feedback on all subservicers, vendors, and compliance support in the oversight of these parties. This role will also provide recommendations and solution-based proposals to the VP Compliance – HIL in relation to departmental goals and performance. This role will also drive the Rick and Control Self-Assessment (RCSA) program, ensuring risks are identified, measured, monitored, assessed, managed, and reported effectively across the business. This role will also assist in maintaining the Risk Issues Log and Control Library, supporting both proactive risk management and issue remediation efforts. Requirements

  • Experience: 5+ years of compliance experience in consumer lending, home improvement lending, with demonstrated experience in loan servicing and regulatory compliance.
  • Leadership: Proven ability to lead projects and initiatives, provide guidance to teams, and build strong relationships with stakeholders.
  • Regulatory knowledge: An in-depth understanding of relevant federal and state consumer lending laws, including TILA, ECOA, FCRA and FACTA, UDAAP, GLBA, FDCPA, and SCRA.
  • Skills:

Responsibilities

  • Risk and Control Self-Assessment (RCSA): Assist with ensuring risks are identified, measured, monitored, assessed, managed, and reported effectively across the home improvement lending business. Conduct risk assessments and control evaluations to identify and mitigate compliance vulnerabilities, especially in complex and high-risk areas.
  • Subservicing oversight: Assess, monitor, and measure oversight tasks for subservicers. Analyze loan files and servicing activities to ensure adherence to policies and regulations. Track issues, compliance matters, and corrective action or remedial plans with subservicers. Implement, plan, and execute all required documentation to evidence oversight of subservicers. Provide critical information and feedback to the VP Compliance – HIL and business management regarding the subservicers.
  • Loan operations monitoring and testing: Perform monitoring and testing of the loan origination systems, FLS-direct and integration partners, to identify processing compliance and areas of risk. Collaborate with stakeholders and business partners to develop clear and actionable issue remediation plans in accordance with risk management policies and procedures while ensuring lessons learned are documented and shared for continuous improvement.
  • Compliance monitoring, testing, and reporting: Oversee compliance monitoring and testing activities for regulatory and operational risks, ensuring necessary design, implementation and monitoring of compliance controls aligns with Fastlane’s CMS framework. Develop key risk indicators (KRIs) and prepare summaries, briefings, and presentations to report on compliance status to Compliance and the Board of Managers.
  • Program management: Lead and coordinate compliance initiatives. Assist in designing and implementing controls, procedures, and training to ensure compliance with internal policies and procedures throughout the loan application, origination, funding, and servicing lifecycle.
  • Remediation and resolution: Assist in developing and implementing solutions and action plans to address compliance findings and recommendations.
  • Audit support: Provide support for internal and external audits, regulatory examinations, and regulatory inquiries, gathering necessary documentation and assisting with responses. Perform quality assurance/quality control (QA/QC) on necessary documentation and responses, report QA/QC findings to Compliance and management.
  • Regulatory Monitoring: Continuously track changes in relevant laws, such as TILA, ECOA, Fair Lending, FCRA, GLBA, AML/OFAC and other related or applicable laws and regulations.
  • Policy and procedure management: Assist in the development, review, and maintenance of policies and procedures related to compliance topics. Ensure that business units have the necessary guidance and that all documentation is current.
  • Training and communication: Work with the business to create and deliver compliance training for teams. Communicate regulatory requirements and changes to affected business units.
  • Issue resolution: Collaborate with teams to identify compliance gaps, implement remediation plans, and address complex customer complaints, such as those made to the CFPB. Drive corrective action plans to ensure sustainable change.
  • Document Management: Ensure all documentation, including risk assessments, control evaluations, issue tracking, action plans, and monitoring results are current and up to date in applicable systems.
  • Collaboration: Regularly interact with business partners including Research, Compliance, Internal Audit and Risk Management to ensure appropriate risk tolerance and mitigation measures are in place. Assist with third-party risk management as it relates to vendor relationships and monitoring for ongoing compliance.
  • Special projects: Participate in special projects related to new regulations, programs, or procedural changes within the home improvement lending business.
