About The Position

The Procurement Compliance Manager for the Department of Procurement will oversee, manage, and enforce procurement compliance on all sourcing activity, regardless of the sourcing method used, in accordance with the City of Atlanta Procurement and Real Estate Code, departmental policies and standard operating procedures, all applicable state, and federal procurement regulations. The Procurement Compliance Manager ensures that procurement activities, documentation, and processes adhere to established standards of transparency, fairness, accountability, and audit readiness. Responsibilities include previewing procurement files for accuracy and completeness before release, as well as conducting internal audits to ensure external audit-readiness; developing and enhancing internal procedures to ensure continued compliance of all sourcing activity, regardless of sourcing method utilized; supervising compliance staff consisting of individuals that manage and support procurement record-keeping, Open Records coordination and response, and development of sourcing templates and related transactional documentation; coordinating with the Independent Procurement Review Office (IPRO) and the Department of Audit on procurement matters as necessary; conducting internal training on compliance matters; and performing such additional duties as assigned by the Deputy Chief Procurement Officer or Chief Procurement Officer. Works under the general direction of the Deputy Chief Procurement Officer. Work is reviewed through reports, meetings, and performance metrics for compliance, accuracy, and adherence to departmental standards.

Requirements

  • Bachelor’s degree in public administration, Business Administration, Supply Chain, Legal Studies, or a related field.
  • Five (5) years of experience in public procurement, compliance, auditing, or contract administration.
  • Two (2) years of supervisory or lead experience.
  • Knowledge of the principles, practices, and procedures of public procurement and the operations of the Department of Procurement.
  • Knowledge of the City of Atlanta Procurement and Real Estate Code and related laws, ordinances, and regulations.
  • Knowledge of compliance, auditing, and internal control methodologies.
  • Knowledge of procurement systems, contract administration, and documentation standards.
  • Knowledge of management principles, human resources practices, and supervisory techniques.
  • Knowledge of changes in procurement policy, methods, and operational requirements.
  • Strong organizational, analytical, and problem‑solving skills.
  • Skilled in reviewing complex procurement documentation for accuracy and compliance.
  • Skilled in preparing clear, concise written reports and compliance findings.
  • Skilled in training, coaching, and developing staff.
  • Skilled in communication with diverse stakeholders, including suppliers, client departments, and City leadership.
  • Ability to interpret and apply procurement regulations, policies, and procedures.
  • Ability to develop and administer compliance programs, SOPs, and process improvements.
  • Ability to monitor staff performance and ensure adherence to established standards.
  • Ability to exercise independent judgment and discretion in managing compliance issues, prioritizing tasks, and resolving problems.
  • Ability to read, understand, and interpret procurement, financial, and personnel documents.
  • Ability to maintain professionalism and sound judgment in high‑pressure or time‑sensitive situations.

Nice To Haves

  • Experience in municipal or government procurement is preferred, coupled with experience with e‑procurement systems and audit processes is ideal.

Responsibilities

  • Supervises and evaluates assigned compliance staff; addresses employee concerns; assigns and reviews work; provides coaching, counseling, and discipline when necessary; and completes performance evaluations.
  • Reviews procurement files, solicitation documents, evaluation materials, award recommendations, and contract packages for compliance with the City of Atlanta Procurement and Real Estate Code.
  • Ensures all procurement actions meet legal, procedural, and documentation requirements, including IPRO thresholds and mandatory review checkpoints.
  • Coordinates with the Independent Procurement Review Office (IPRO) to ensure timely submission, response, and resolution of compliance findings.
  • Develops, organizes, and prioritizes compliance review assignments to meet departmental timelines and operational goals.
  • Conducts training sessions for internal staff and client departments on procurement compliance requirements, documentation standards, and process improvements.
  • Provides guidance to procurement officers, client departments, and suppliers regarding compliance expectations, procedural requirements, and corrective actions.
  • Responds to Procurement Open Records inquiries, as well as inquiries of a compliance nature from City officials, suppliers, client departments, and external stakeholders regarding procurement compliance matters.
  • Reviews and evaluates reports, including audit findings, process gaps, and adherence to policies and procedures.
  • Prepares written compliance summaries, findings, and recommendations for leadership review.
  • Maintains organized and audit‑ready procurement files, records, and documentation repositories.
  • Utilizes procurement systems and software to develop reports and metrics, track such metrics, and report the same to support data‑driven decision-making.
  • Supports the development and implementation of CPO-approved compliance policies, standard operating procedures (SOPs), and process improvements.
  • Represents the Department of Procurement in meetings with client departments, auditors, and external partners regarding compliance matters.
  • Maintains a professional demeanor in interactions with City leadership, Council members, suppliers, and the public.
  • May perform other duties as assigned.
