About The Position

The Compliance & Maintenance Manager leads and manages all field-based functions within Parking & Transportation Services (PTS), including parking enforcement, campus access operations, maintenance coordination, fleet management, and dispatch services. This position is responsible for directing daily operations, supervising staff, implementing policies, and ensuring consistent and effective execution of departmental procedures. The Manager establishes operational standards, manages performance expectations, develops staff, and drives continuous improvement across field operations. This role serves as a key member of the departmental leadership team and plays an integral part in implementing operational changes, supporting infrastructure functionality, and maintaining a high level of service across campus parking operations.

Requirements

  • This position is considered emergency essential and may be required to report to campus in times of emergency and/or closure per PS-18.

  • Must be able to work night and weekend shifts and after normal work hours, as needed.

Responsibilities

  • Manages and supervises the parking enforcement team. Establishes and monitors enforcement deployment strategies to maximize compliance and operational efficiency. Ensures consistent application of parking policies and procedures. Reviews citation quality, appeal trends, and officer productivity metrics. Monitors high-risk areas for compliance issues. Trains enforcement staff on policy updates, procedural changes, and customer service expectations. Conducts field observations and performance evaluations to ensure accountability and quality control. Investigates and resolves complex complaints related to parking violations and citations; supports case development and ensures quality control through field observations and data review.
  • Manages both guard personnel and scheduling. Monitors campus entry protocols and access control compliance. Reviews incidents and resolves access-related disputes. Ensures proper documentation and reporting of access issues. Coordinates with internal partners to maintain effective campus access operations.
  • Assigns and prioritizes minor construction and maintenance tasks, including pot hole repairs, signage installation and repairs, striping and painting, and gate arm maintenance. Tracks project completion and maintains and prioritizes work order system. Coordinates with the business office for budget tracking and expenditure monitoring. Ensures ADA compliance in repairs, striping, and signage placement. Manages maintenance-related documentation and reporting.
  • Supervises Campus Dispatch staff. Ensures adherence to radio communication standards and response protocol. Monitors incident reporting quality and documentation accuracy. Establishes and maintains call logging and data review processes. Promotes effective communication between dispatch and field staff.
  • Coordinates enforcement staffing needs with the Event Manager. Ensures consistent enforcement operations during campus events. Assists in planning and operational alignment for large-scale events. Supports post-event operational review as needed.
  • Manages the annual budget for parking enforcement and related operational areas; monitors expenditures and supports cost-control measures. Oversees Pay-to-Park visitor parking hardware and software systems, including T2, ParkMobile, MPS, Safety Sticks, and Offstreet Parking platforms. Serves as a technical resource on parking enforcement policies, procedures, and operational problem-solving. Collaborates with internal departments and campus partners to address operational issues, support policy implementation, and improve service delivery.
  • Other duties as assigned.
