About The Position

The Compliance & Audit Manager is responsible for ensuring companywide adherence to affordable housing program requirements, Fair Housing standards, and Stout Management’s internal operational policies. This position leads the company’s auditing and compliance oversight function, focusing on regulatory accuracy, operational consistency, and continuous improvement across the portfolio. Under the direction of the Regional Vice President of Operations, the Compliance & Audit Manager directs the internal auditing team, oversees the reasonable accommodation process, and provides education and training to ensure on-site teams remain knowledgeable and compliant. This role also collaborates with ownership groups, developers, and regulatory agencies during new construction and lease-up phases to ensure all compliance documentation, plans, and procedures meet affordable housing requirements.

Requirements

  • 5–7 years of experience in affordable housing or property management compliance, including auditing or supervisory roles.
  • In-depth knowledge of LIHTC, HOME, PBV, Fair Housing, ADA, Section 504, and related compliance programs.
  • Demonstrated ability to lead audit programs, manage teams, and develop educational content.
  • In-Depth Knowledge of Nevada Property Management and Housing law including Reasonable Accommodations.
  • Excellent communication, organizational, and leadership skills with a focus on accountability and integrity.

Nice To Haves

  • Experience supporting new-construction affordable housing developments, including creation or review of Property Management Plans, Tenant Selection Plans, and Affirmative Fair Housing Marketing Plans.
  • Industry certifications: HCCP, COS, TCS, or SHCM.

Responsibilities

  • Oversee compliance with all affordable housing programs including LIHTC, HOME, PBV, and HUD-related programs.
  • Monitor and support property-level compliance teams to ensure accurate and timely completion of certifications, recertifications, and reporting.
  • Conduct periodic reviews and internal audits to verify adherence to regulatory requirements and identify training needs.
  • Maintain expert knowledge of program regulations, utility allowances, income and rent limits, and compliance reporting deadlines.
  • Provide compliance support for newly constructed or rehabilitated affordable communities, including development of the Property Management Plan, Tenant Selection Plan, and Affirmative Fair Housing Marketing Plan.
  • Liaise with investors, syndicators, and state housing agencies during new project onboarding and lease-up stages to ensure full compliance readiness.
  • Lead and supervise the internal auditing team responsible for operational and file audits across the portfolio.
  • Plan and conduct regular audits to assess compliance with Stout’s SOPs, Fair Housing, ADA, and program regulations.
  • Document audit results, issue findings, and track corrective action plans through completion.
  • Provide monthly and quarterly audit summary reports to the RVP and executive leadership.
  • Develop, coordinate, and facilitate companywide educational programs focused on LIHTC compliance, affordable housing regulations, and Fair Housing.
  • Collaborate with Stout University to schedule and deliver both affordable housing and general operational procedure courses.
  • Provide ongoing education for on-site and regional teams to maintain compliance proficiency.
  • Assess training effectiveness and revise content to address recurring audit trends or new regulations.
  • Manage the intake, review, and processing of all reasonable accommodation and modification requests in accordance with Fair Housing, ADA, and Section 504 standards.
  • Maintain confidentiality and ensure timely, consistent responses across all communities.
  • Train site teams on proper handling, communication, and documentation procedures related to accommodation requests.
  • Maintain a centralized accommodation log and compliance tracking system.
  • Monitor adherence to company policies, procedures, and operational standards established by the RVP and corporate leadership.
  • Conduct cross-departmental reviews to confirm implementation and consistency of Stout SOPs.
  • Identify process gaps and partner with leadership to implement corrective measures.
  • Ensure all team members have access to current procedures through Stout’s digital SOP portal.
  • Update and maintain all lease forms, addendums and related company documents for use and distribution throughout company, with guidance from legal counsel.
  • Identify and manage relationships with third-party compliance vendors, auditors, trainers, and technology providers that enhance Stout’s compliance capabilities.
  • Research, evaluate, and recommend tools or partnerships that improve file management, auditing accuracy, and staff development.
  • Maintain a forward-looking approach to regulatory trends, recommending proactive improvements to internal systems.
