This position implements the UF Policy on Export Control Compliance and leads the office’s related workflows and reviews. The role involves reviewing and approving agreements, awards, shipments, and protocols. It is responsible for developing, implementing, and monitoring Technology Control Plans (TCP) and related export exemptions/exceptions, as well as performing ongoing compliance reviews of TCP and other mitigation plans. The position also implements UF policies related to research security efforts, including risk assessment and mitigation, and reviews and approves international sponsored research projects, agreements, and collaborations for compliance with UF, state, and federal requirements. Additionally, it conducts screening and review of engagements with foreign collaborators, employment applications for foreign employees and visitors, and UF employee international travel. The role provides training on research security and export control compliance to UF employees, including students, staff, and faculty. It also provides direct supervision and mentoring to professional Compliance Analysts and mentorship to other department staff, offering direction, guidance, and overseeing work assignments. The position involves drafting policy, guidance, and responsive correspondence supporting research security and export compliance efforts, as well as writing and propagating informational materials and guides for faculty and department staff. The incumbent must understand and remain up-to-date with UF, state, and federal laws, regulations, and policies. The role actively participates in national organizations, attends national conferences and educational seminars, and reviews federal and state regulatory updates and other resource materials to stay informed about national and state trends in research compliance. The position advises the Director and UF Compliance administrators on national trends and enforcement activities affecting the research enterprise, including global activities, and prepares appropriate communications for affected faculty and staff in consultation with key offices.
