About The Position

The Community Workforce & Resource Manager provides leadership and operational oversight for RISE's employment and community resource programs. This position supervises workforce and resource teams, ensures high-quality service delivery, develops community partnerships, manages departmental performance and budgets, and supports individuals with disabilities in achieving employment, community integration, and independent living goals. The Manager drives continuous improvement, compliance, and strategic growth across all workforce and resource initiatives.

Requirements

  • Must be 18 years of age.
  • Bachelor’s degree in social work, human services, business administration, or a related field preferred; equivalent experience may be considered.
  • Minimum of 2 years of experience working in community-based services, employment services, or case management.
  • At least 2 year of supervisory or leadership experience.
  • Strong knowledge of community resources, vocational rehabilitation services, and disability support programs.
  • Must successfully complete a pre-employment background check and any subsequent background check after employment.
  • Must have a valid driver’s license and be able to obtain a Missouri Class E chauffeur’s license within 14 days of hire.
  • Successfully complete employment-related training as directed.
  • Strong leadership and team management abilities.
  • Excellent interpersonal, verbal, and written communication skills.
  • Ability to coordinate multiple programs and prioritize tasks effectively.
  • Strong problem-solving and decision-making capabilities.
  • Experience in building partnerships with businesses and community organizations.
  • Proficiency in maintaining records and tracking program outcomes.
  • Experience in budget management and financial oversight.
  • Ability to analyze and interpret KPIs to improve service effectiveness.

Responsibilities

  • Provide leadership, supervision, coaching, and performance management for workforce and community resource staff and supervisors.
  • Oversee employment services, community resource programs, transition services, and mobile crew operations.
  • Develop and maintain partnerships with employers, schools, service providers, and community organizations.
  • Ensure services align with agency goals, regulatory requirements, and best practices.
  • Monitor program performance through KPIs, data analysis, and outcome tracking to drive continuous improvement.
  • Manage departmental budgets, resources, and financial performance.
  • Support strategic planning, policy development, and quality improvement initiatives.
  • Coordinate staff training, professional development, and succession planning.
  • Collaborate with internal departments and external stakeholders to improve service delivery and employment outcomes.
  • Prepare reports, maintain program documentation, and support audits and accreditation requirements.
  • Travel throughout service areas to support staff, community partners, and program operations.
  • Assist with problem-solving, conflict resolution, and crisis management as needed.
  • All other duties assigned.
