BeautifySJ is a program to beautify our City through community engagement and management of resources to provide debris removal and sanitation services to unhoused residents in the City of San Jose. Encampment management includes interaction with unhoused residents through blended City staff and vendor teams servicing encampment areas. This position will report to the Program Manager in the Community Services Division. Administered by the Department of Parks, Recreation and Neighborhood Services (PRNS), BeautifySJ integrates graffiti abatement, illegal dumping response, neighborhood association engagement, litter removal, and encampment management into a coordinated citywide strategy to enhance public spaces and improve quality of life. Understanding neighborhood blight trends requires consideration of the full scope of BeautifySJ's work, including encampment management. The City of San José addresses neighborhood blight through a coordinated, citywide approach, with key services consolidated under the BeautifySJ Program. Housed within the Community Services Division of the Parks, Recreation and Neighborhood Services (PRNS) Department, BeautifySJ leads the City's efforts in blight reduction, encampment management, community beautification, volunteer engagement, corporate engagement, and neighborhood engagement. The Blight Reduction Program integrates five core service areas that work together to reduce blight, improve neighborhood conditions, and enhance the cleanliness, safety, and vibrancy of public spaces: Graffiti Removal Program; Neighborhood Litter Removal Program; Neighborhood Beautification/Dumpster Day Program; Neighborhood Association Engagement Program; and Removing and Preventing Illegal Dumping (RAPID) Program. These five core service areas are integrated into the overall BeautifySJ Program and include Encampment Management, Blight Reduction and Neighborhood and Volunteer Engagement. These programs work together to integrate service delivery, engagement, and policies that promote good neighbors across all communities in San José regardless of whether they are housed or unhoused. They work in tandem to improve the physical environment while fostering a shared sense of responsibility across neighborhoods. BeautifySJ plays an additional critical role in bridging the gap between City Hall and the community; connecting City departments, businesses, schools, and neighborhood groups; and collaborating with interjurisdictional partners in a shared effort to reduce blight and beautify public spaces. Requirements

• A Bachelor’s Degree from an accredited college or university in public administration, social work, sociology, or related field.
• Two years of related supervisory experience involving the organization and management of a comprehensive specialized program providing for the improvement of inter-group or community relations.
• Possession of a valid California Driver's License (or the ability to obtain one).

Responsibilities

• Supervising a staff of blended teams of Community Coordinators, Community Activity Workers, Maintenance Workers, Regional Park Aides, Recreation Leaders, Volunteer Coordinators, and vendors in our communities, organizing activities to promote blight reduction, and volunteer and corporate engagement.
• Have the ability to quickly form relationships with internal City Departments and external partners to meet established goals and outcomes.
• Performing important and difficult public contact and liaison work with neighborhood association leaders and residents, external partners and City Council offices.
• Prepare written reports and presentations and manage overall program performance.
• Advise neighborhoods of City, council or private resources to improve, assist or resolve ongoing issues.
• Support the multiple program teams with projects and assignments.
• Developing, leading, and implementing newly established BeautifySJ Programs.
• Training and onboarding new staff into their roles and positions.
• Coordinating and managing partner contracts.
• Developing, coordinating, and executing project plans necessary to align new programs with existing program services.
• Advising neighborhoods of city, county, or private resources to improve or assist with solving complex neighborhood blight issues.
• Collecting and managing program data for reports and Council memos.
• Managing and coordinating the delivery of services as outlined in established partnership agreements.
• Preparing reports and presentations, and developing performance measures to evaluate program effectiveness and ensure goals are met.
• Developing and executing interdepartmental and interagency action plans to address complex blight issues and coordinate responses among City and external partners.
• Connecting neighborhoods with City, County, State, and private resources to address community concerns and improve neighborhood conditions.
• Supporting the BeautifySJ Unit with additional projects and assignments as needed.

Benefits

• The salary range for the Community Services Supervisor classification is: $118,460.16 - $144,318.72 All salary ranges include an approximate five percent (5%) ongoing non-pensionable compensation.
