About The Position

The City of Bellevue’s Parks & Community Services Department is seeking a confident, forward-thinking, and culturally aware leader to serve as our next Community Services Supervisor. This key position oversees the Parks Scheduling Office and plays a central role in connecting people, places, and programs through effective facility management, community event coordination, and strong relationship development. The Parks Scheduling Office oversees permitting and reservations for outdoor park spaces, select indoor facilities, athletic fields, and seasonal park vendors. The Community Services Supervisor provides leadership for daily operations, guiding staff who support rentals and community events, managing the Robinswood House contract, contributing significantly to the 4th of July celebration, and partnering closely with park maintenance teams to ensure parks, fields, and facilities are safe, prepared, and well-supported for public use. Additionally, this role leads key citywide initiatives as a core member and Chair of the Special Events Committee, overseeing event permitting and advancing activities that strengthen Bellevue’s economic vitality and sense of belonging. This role requires strong political awareness, cultural competence, and the ability to collaborate across departments, schools, and community organizations. The ideal candidate brings experience in athletic field scheduling, facility rentals, special event coordination, contract management and park operations. Requirements

  • Graduation from an accredited four-year college or university with a degree in recreation, business, or related field(s).
  • Five or more years of progressively responsible experience in recreation programming, program management, and supervisory work.
  • Or any equivalent combination of education, experience, and training that provides the required knowledge, skills, and abilities.
  • Experience with athletic field scheduling, park site rentals, coordinating special events, and facility rentals.
  • Candidate must successfully pass a criminal background check prior to being hired.
  • Considerable knowledge of the methods and procedures of budget development and control.
  • Ability to analyze programs and services for short- and long-range planning purposes.
  • Ability to relate and work with a broad and varied population.
  • Ability to interpret and apply policies and procedures in ambiguous situations.
  • Excellent interpersonal, oral, and written communication skills; skill in public speaking, negotiating, conflict resolution, and customer service.
  • Experience preparing reports and presentations for City Council, agencies, citizens, and business groups.
  • Knowledge of principles and practices of effective employee management, motivation, and development.
  • Excellent working knowledge of databases (permitting and recreation software), word-processing, spreadsheets, SharePoint, and other relevant applications.

Responsibilities

  • Lead, mentor, and empower staff to maintain a high-performing, collaborative team culture.
  • Develop policies, procedures, work plans, performance measures, and long-range strategies for rental and scheduling programs, including athletic field allocation, and special events.
  • Navigate political and organizational dynamics with professionalism, clarity, and sound judgment.
  • Oversee daily operations of the Parks Scheduling Office to ensure accurate, fair, and transparent permitting for parks, facilities, athletic fields, and vendor programs.
  • Supervise teams responsible for customer service, facility rentals, scheduling, and community event support.
  • Maintain scheduling databases and ensure efficient fee collection and reservation management.
  • Coordinate facility and service needs with Resource Management, Recreation staff, the Bellevue School District, and regional partners.
  • Manage 3rd party rental contractor at Robinswood House and seasonal park vendor program.
  • Align scheduling demands with maintenance capabilities to ensure high quality community access to parks and facilities.
  • Serve as a key representative and Chair on the Citywide Special Events Committee.
  • Lead and oversee permitting for community events, ensuring safety, regulatory compliance, and high quality experiences for participants.
  • Guide staff and event organizers through planning processes, applying event management principles to support successful, inclusive, and culturally responsive events.
  • Manage and resolve concerns and complaints associated with Special Event Committee authorized events.
  • Strengthen Bellevue’s economic vitality and sense of community through strategic and thoughtful event planning and coordination.
  • Build and maintain strong partnerships with community groups, city departments, schools, and regional agencies.
  • Provide program information and expertise to elected officials, city leadership, and community members.
  • Participate on cross-departmental teams supporting strategic citywide initiatives and collaborative problem-solving.
  • Develop, monitor, and manage program budgets; track revenue and expenditures; research and recommend pricing structures.
  • Research industry trends and recommend program enhancements and operational improvements.
  • Develop marketing and promotional materials to support public awareness and engagement.
