About The Position

Under direction of the City Manager and/or Assistant City Manager, this role plans, organizes, and directs the activities of the Community Services Department. This department is responsible for the landscaping and maintenance of parks, maintenance districts, medians, and other City properties, as well as recreation programs, senior programs, aquatics programs, facility and park rentals, and other assigned divisions/programs. The position plays a key role in developing City goals, establishing departmental programs, and overseeing the efficiency and effectiveness of all departmental activities.

Requirements

  • Bachelor’s Degree in recreation, physical education, public administration, or a related field.
  • Five (5) to Seven (7) years of increasingly responsible parks and recreation planning, program development and program administration experience.
  • Two (2) to Three (3) years of supervisory experience required.
  • Maintain a valid California Driver License with a driving record acceptable to the City.
  • May be required to use his/her personal vehicle.
  • Must show proof of automobile insurance coverage at or exceeding the minimums specified by city policy.
  • Knowledge of principles and practices of PC’s and related software.
  • Knowledge of principles, practices, and programs related to municipal parks and recreation.
  • Knowledge of administrative principles and methods of goal setting and program development.
  • Knowledge of principles, practices, and procedures in municipal budgeting, public administration and municipal management.
  • Knowledge of organization and management practices.
  • Knowledge of funding sources applicable to program and service development.
  • Knowledge of supervisory principles and practices as they relate to the public sector.
  • Knowledge of principles and practices of contract administration and evaluation.
  • Knowledge of applicable Federal, State and local laws, regulations and codes.
  • Skilled in planning, organizing, administering, and coordinating a variety of large and complex parks and recreation programs and services, and assigning and directing the work of staff.
  • Skilled in providing analytical and management staff support to the City Manager and/or Assistant City Manager.
  • Skilled in reading, interpreting, and applying complex procedures, policies, rules and regulations.
  • Skilled in negotiating and representing City interests.
  • Skilled in preparing reports, correspondence and other written materials.
  • Skilled in establishing and maintaining effective working relationships.
  • Skilled in communicating with employees and employee representatives.
  • Ability to plan, organize and direct the activities of several units engaged in a variety of maintenance, recreation, and senior service activities.
  • Ability to operate a PC and related software.
  • Ability to maintain effective working relationships with other people.
  • Ability to devise and operate effective internal control procedures.
  • Ability to assist in the development of complex operating and capital improvement budgets.
  • Ability to organize, assign, direct, review and evaluate the work of assigned staff.
  • Ability to communicate in oral and written English.
  • Ability to represent the City in meetings with representatives of public and private organizations and the public.
  • Ability to physically be present at the worksite and work a 40-hour work week.

Responsibilities

  • Assists in the development of City goals, objectives, and priorities.
  • Establishes departmental programs consistent with City goals.
  • Plans, organizes, and directs all departmental/division programs.
  • Oversees and evaluates the efficiency and effectiveness of departmental programs.
  • Participates in the selection, assignment, supervision, training, evaluation, reward, and discipline of department employees.
  • Ensures department employees are instructed in job safe practices.
  • Researches and develops suggested changes to department/division budgets.
  • Prepares City Council agenda items for review and approval.
  • Negotiates with outside entities for contractual relationships.
  • Administers City contracts related to assigned departments/divisions.
  • Authorizes the purchase of departmental/division materials and equipment.
  • Provides professional staff assistance, technical support, and advice to City management and other department heads.
  • Drafts correspondence in response to public inquiries.
  • Monitors assigned department(s)/division program activities for compliance.
  • Prepares staff analysis and reports on various projects and programs.
  • Presents analysis in oral and written form through Council and other public presentations.
  • Plans, organizes, directs, and coordinates activities of the Community Services Department.
  • Attends Council Meetings as staff, and prepares staff reports and recommendations.
  • Prepares, implements, and administers the City’s Community Services Plan.
  • Estimates department revenues and expenses, including grants and contracts.
  • Reviews, prepares, and administers budgets for assigned departments/divisions.
  • Recommends fee schedules for various programs and establishes accounting procedures for fee collection.
  • Administers the City’s graffiti abatement program.
  • Prepares or supervises the preparation of mandatory annual reports to Federal, State, County, and other agencies.
  • Prepares additional periodic reports for the City Manager and City Council.
  • Researches and pursues funding sources through grant applications.
  • Applies/manages Park and Recreation grants.
  • Processes Special Event Permits.
  • Performs a variety of other duties as assigned.
