DEFINITION Performs a variety of non-sworn technical and professional office and field duties in support of law enforcement crime prevention and community outreach activities; serves as a liaison between the Police Department and the community, delivering crime prevention, safety education, and public outreach programs that foster trust and enhance public safety. This position develops, coordinates, and presents proactive initiatives to reduce crime, increase awareness, and engage residents, businesses, schools, and community organizations. Responsibilities include analyzing crime trends, preparing and distributing educational and informational materials, engaging with the public through social media platforms, conducting site security assessments, and representing the City at meetings, events, and media engagements, serving as a public information officer; performs related work as assigned. SUPERVISION RECEIVED AND EXERCISED The Community Safety Specialist receives general supervision from a sworn command officer, although work is performed independently. No direct supervision is exercised, although training and guidance may be provided to volunteers assisting with assigned programs. CLASS CHARACTERISTICS This single-position class performs support duties at the police department, with a focus on working with businesses and community members to increase safety awareness and prevent crime. Successful performance of the work requires the ability to interface with people from various socio-economic, cultural and ethnic backgrounds, in both individual and group settings. This class is distinguished from Community Services Officer by the emphasis on utilizing multiple communication platforms to engage with the community and media outlets, crime prevention, safety education and the requirement for a broad knowledge of law enforcement functions and activities.

Requirements

  • Principles, practices and techniques of crime prevention, including social and environmental factors.
  • Sources of information regarding crime prevention and mitigation programs, such as neighborhood watch.
  • Functions, principles and practices of law enforcement agencies.
  • Business letter writing and the standard format for correspondence and reports.
  • Business arithmetic and basic statistical techniques.
  • Correct English usage, including spelling, grammar and punctuation.
  • Computer applications related to the work.
  • Standard office practices and procedures, including records management and the operation of standard office equipment.
  • Digital media content creation, distribution and presentation across various social media platforms.
  • Principles, techniques and objectives of public information and communication as applied to the law enforcement function in a local government agency. Techniques for making effective public presentations and representing the City at local and regional meetings regarding crime trends and prevention.
  • Techniques for effectively collaborating with individuals from diverse socio-economic, cultural and ethnic backgrounds, in person, over the telephone, and through various media platforms.
  • Developing and implementing effective crime prevention and public safety programs and projects for a varied population.
  • Developing, posting, and monitoring various social media platforms simultaneously.

  • Planning, organizing, and coordinating activities of a comprehensive communications and public relations function in a law enforcement environment.

  • Establishing and maintaining effective working relationships with those contacted in the course of the work.
  • Equivalent to possession of an Associate of Arts degree or completion of two years of college with major coursework in criminal justice, media relations, communications, law enforcement or a field related to the work and two years of office or field experience in dealing with the public. Experience in a law enforcement agency is highly desirable.
  • Must possess and maintain a valid California class C driver's license and have a satisfactory driving record.
  • Must pass a detailed background investigation.

Responsibilities

  • Creates digital content, infographics and videos to communicate safety tips, alerts, and other information through the department's various digital media platforms. Coordinates with the City's Communication Department for seamless messaging to the community.
  • Develops educational, informational and promotional materials for dissemination throughout the City.
  • Serves as the primary point of contact for media inquiries related to public safety programs, initiatives, and incidents.
  • Drafts press responses and releases, media advisories, and public statements for distribution to news outlets. This includes acting as an on-scene spokesperson when directed to provide critical information to the media and public.
  • Manages business permitting and compliance for massage businesses.
  • Establishes and maintains a liaison with community, school and business organizations as a representative of the City and the Police Department.
  • Makes presentations before community groups, homeowner associations, public service agencies, school groups and City staff.
  • Inspects residential and business sites to determine vulnerability for criminal activity; recommends facility and landscape modifications to minimize possible exposure.
  • Maintains an inventory of crime prevention pamphlets and information for distribution at City sites and special events.
  • Coordinates and presents crime prevention workshops for merchants.
  • Organizes and plans community engagement events.
  • Represents the City and the department at local and regional meetings regarding crime trends and prevention; monitors technological changes and programs and projects of other communities for possible implementation in the City.
  • Uses appropriate databases and software to compile information from various sources and prepares correspondence, reports and other written materials.
