About The Position

Residential Care Services (RCS) within the Home and Community Living Administration (HCLA) team is seeking a Community Nurse Field Manager to oversee and supervise the work of the Adult Family Home (AFH) unit, ensuring vulnerable adults residing in AFHs receive quality care that meets state and federal regulations. This role requires a knowledgeable nurse leader who fosters a positive work environment, develops a strong sense of team, and encourages individual growth for staff. As a Community Nurse Field Manager, you will supervise, direct, and assign the work of complaint investigators and licensors in a field unit that covers multiple counties. You’ll address critical issues ensuring compliance with statutory guidelines surrounding the protection of vulnerable adults and quality of care in adult family homes. You’ll make key decisions regarding actions and processes for nurses, long-term care licensors, and support staff. You’ll utilize your nursing knowledge and clinical experience to serve as a resource to assist field staff and fellow managers in reviewing clinical nursing matters. The duty station for this position will be in Vancouver, WA. This is a hybrid position with the opportunity to work remotely approximately 2-3 days a week.

  • Valid Washington State license to practice as an RN.

Nice To Haves

  • Master’s degree in nursing and three years as a Registered Nurse in an administrative, supervisory, consultant, or teaching capacity.
  • Bachelor’s degree in nursing and five years’ experience as an RN in an administrative, supervisory, consultant, or teaching capacity.
  • Associate degree and seven years’ experience as an RN in administrative, supervisory, consultant, or teaching capacity.
  • Demonstrated experience in supervision and management of professional staff
  • Demonstrated experience in working with the vulnerable adult population and demonstrated experience in the delivery and monitoring of social and health service programs

Responsibilities

  • Plan, lead, and organize the unit’s workload.
  • Ensure complaint investigations and other department activities are conducted accurately and timely in accordance with state requirements.
  • Ensure staff members collect data and write reports that are outcome-based, with solid/accurate observations and the use of “plain talk” language in all written reports.
  • Assess, evaluate, and exercise clinical judgment regarding health care findings of long-term care facilities submitted by field staff.
  • Recommend enforcement actions against long-term care facilities in state and federal programs.
  • Plan workload and staff assignments including the development of a master calendar for complaint investigations, and quality improvement activities.
  • Serve as the subject matter expert for complaint investigations in the region.
  • Assist and fill in for other Field Managers or the Regional Administrator as needed.
  • Evaluate the performance of nurse staff's professional nursing skills and abilities.
  • Represent the Department in administrative hearings.
  • Conduct frequent observational field visits with staff to ensure consistency of implementation of procedures and state program regulations.
  • Train and work with staff in the region to develop complaint investigation skills.
  • Interview and recommend staff selection; support the State’s goals for a diverse workforce.
  • Actively promote a healthy and positive working environment for staff.
