About The Position

Responsible for promoting the Center for Health & Prevention Clinics, the Community Engagement Specialist will conduct outreach, education, and enrollment activities to reach low‑income, uninsured individuals. Responsibilities include coordinating focus groups and developing outreach strategies. The Specialist will provide resource referrals, coordinate and participate in outreach activities, and promote access to services at the Center and Affordable Care Act (ACA) healthcare insurances, including CenCal. This position supports CAPSLO’s mission by promoting and educating the community about available healthcare and insurance enrollment services.

Requirements

  • AA/AS Degree in Health, Social Science, Education, Psychology, Human Development, Liberal Studies, or related field plus one year of experience OR BA/BS Degree in a related field. Combination of education and experience of at least four years will also be considered.
  • Must complete training to become a Certified Enrollment Counselor within five months of hire date and maintain certification.
  • Must have a valid California Driver’s License, and a reliable vehicle available for business use (mileage reimbursed) and acceptable driving record.

Nice To Haves

  • Fluency in two or more languages, including one that supports the needs of the program and community is preferred, but not required.
  • At least 6 months of experience as a Community Engagement Specialist I (for Level II).
  • Experience in providing outreach, advocacy, coordination and community education preferred.
  • Knowledge of health systems in San Luis Obispo County preferred.

Responsibilities

  • Conduct community outreach, facilitate focus groups, provide educational presentations, and assist with enrollment for uninsured individuals.
  • Connect patients and community members to Covered California insurance options and CenCal.
  • Develop inclusive, culturally responsive outreach and education strategies for low‑income and uninsured populations.
  • Support Title X and other grant goals related to outreach and education; assist with developing the Center’s Outreach Plan.
  • Build strong relationships with community partners and represent the Center at meetings and events.
  • Create and distribute outreach materials; maintain posting locations and social media updates.
  • Participate in clinic meetings, community events, and relevant trainings.
  • Maintain client files, track outreach activities, and prepare monthly reports.
  • Provide outreach throughout San Luis Obispo and Northern Santa Barbara Counties (travel required).
  • Follow all safety practices and perform additional duties as needed.
  • Completion and maintenance of Title X Orientation, CenCal Member Eligibility Training, FPACT Administrator Track, and BenefitsCal enrollment training.
  • Provide CenCal and FPACT enrollment services.
