About The Position

The Virginia Department of Housing and Community Development (DHCD) is seeking a Community Development Program Administrator to support the administration and oversight of disaster recovery programs. This position performs advanced program administration, compliance monitoring, and technical assistance for Community Development Block Grant Disaster Recovery (CDBG DR), CDBG National Disaster Recovery (NDR), and state disaster recovery programs. CDBG DR and CDBG NDR are federal programs administered by the U.S. Department of Housing and Urban Development (HUD). These programs provide vital resources to help communities recover from major natural disasters and strengthen long term safety and resilience. The Community Development Program Administrator ensures these funds are used effectively, responsibly, and in accordance with all federal and state requirements. This position works independently to manage assigned projects, interpret regulations, and conduct detailed reviews of financial and programmatic documentation. The Program Administrator provides clear, accurate guidance to grantees and junior staff, supports required program reporting, and contributes to the continuous improvement of program operations. The appointment is to a restricted position, funded in part by non-general funds. The availability of funding is scheduled for review on an annual basis. Continued employment is contingent on the continued availability of grants and non-general funds.

Requirements

  • Strong analytical skills to interpret regulations and evaluate compliance and apply program policies.
  • Knowledge of federal and state grant regulations or reporting requirements and documentation analysis.
  • Competent research skills and proficiency in financial tracking tools or spreadsheets (Microsoft Excel or financial management systems.
  • Experience monitoring grant-funded programs, analyzing program performance, evaluating results, and/or recommending corrective actions when appropriate.
  • Demonstrated experience independently managing complex projects and deadlines.
  • Experience delivering training and technical assistance, developing and presenting effective presentations, facilitating meetings or group discussions, or providing professional consultations.
  • Experience working with diverse stakeholders to assess project needs and supporting successful project implementation.
