About The Position

This position is responsible for the administrative, supervisory and investigative work of the Community Department. This is advanced professional and managerial work planning, organizing, implementing, and directing Community Development Department programs in the areas of Building, Code Enforcement, Planning & Zoning, Board of Adjustment, Floodplain Administrator, Municipal Separate Storm Sewer System (MS4 Program) and Infrastructure Inspection/Dedication Program according to state and federal regulations and City ordinances.

Requirements

  • High school diploma or equivalent.
  • Minimum college degree and/or an advanced certification in Planning, Public Administration, or related field.
  • Five years of experience managing planning or community development operations, or an equivalent combination of education and experience.
  • Valid Missouri driver's license.
  • Knowledge of supervisory principles, practices, and procedures.
  • Knowledge of project management practices and procedures.
  • Knowledge of City's purchasing policies and procedures.
  • Knowledge of inventory management principles and methods.
  • Knowledge of engineering and planning principles.
  • Knowledge of basic environmental standards for water, sewer, and wastewater treatment systems.
  • Ability to adhere to specific safety regulations.
  • Ability to read blueprints.
  • Ability to read the layout of city streets.
  • Knowledge of federal and state statutes concerning the work of the department.
  • Mathematical skills, including addition, subtraction, division, and multiplication functions.
  • Understanding of general functions and operations of municipal government.
  • Ability to apply supervisory techniques to practical situations.
  • Ability to manage a departmental budget.
  • Ability to develop bid specifications.
  • Ability to effectively negotiate contracts and other agreements.

Responsibilities

  • Develops and manages the departmental budget, proposing line-item budgets, tracking expenditures, and preparing budget documentation.
  • Supervises departmental personnel, including establishing schedules, assigning tasks, conducting performance evaluations, and managing discipline.
  • Performs administrative duties related to departmental functions, including advising the City Administrator, developing bid specifications, and participating in the comprehensive planning process.
  • Directs the development and implementation of the City comprehensive planning program, including land use, transportation, housing, and area plans.
  • Serves as technical advisor to the Planning and Zoning Commission and provides technical assistance to City Officials and the general public.
  • Acts as and performs duties of Planning and Zoning Administrator, maintaining records and forwarding necessary information to commissions and boards.
  • Enforces all provisions and provides notification of violations of planning and zoning regulations, documenting and reporting unabated violations.
  • Reviews applications for occupancy permits for zoning compliance prior to business license issuance.
  • Acts as and performs duties of Floodplain Administrator, reviewing applications for floodplain development permits, issuing permits, and providing necessary notifications.
  • Oversees the MS4 Stormwater Management Program, ensuring the Stormwater Management Plan is carried out and reporting program status.
  • Oversees the Infrastructure Inspection Program, ensuring infrastructure is per approved construction plans and reporting program status.
  • Performs the statutory duties of a Building Official.
  • Performs other duties as directed.
